我国区际基础教育服务差距与均等化的转移支付研究

【摘要】：本文以我国31个省市区数据为样本,分析我国小学、初中、普通高中三个阶段教育支出的区际差距,选取经济、社会和自然地理三大方面九个指标,测定各地基础教育成本差异系数,构建了均等化的转移支付模型,并进行了各地缺口测算和效果检验。提出按照均等化教育支出标准进行财政转移支付,改变GDP导向的政府考核激励,积极建设教育资源共享平台,可以有效改善纵向转移支付,促进区际基础教育服务均等化。
[Abstract]:Based on the data of 31 provinces and municipalities in China, this paper analyzes the regional disparity of education expenditure in the three stages of primary school, junior middle school and general senior middle school, and selects nine indicators of economic, social and physical geography.The difference coefficient of basic education cost is measured, and an equalization transfer payment model is constructed, and the gap is measured and the effect is tested.It is proposed that fiscal transfer payment according to the standard of equalization of education expenditure, changing the government examination incentive guided by GDP, and actively building a platform for sharing educational resources can effectively improve the vertical transfer payment and promote the equalization of regional basic education services.
