中小学内部治理结构变迁中的问题与变革

【摘要】：中小学校正在从传统单一的内部治理结构向真正依法办学、自主管理、民主监督、社会参与的多元治理结构转变,校长、党组织以及民主管理机制都在发生变化。但是,传统固有制度的约束、管理者对变革的理解和接受程度有限,以及民主管理主体的参与意识与能力有待提高等因素,影响着学校内部治理结构的变迁进程。建立健全学校内部治理权力运行平衡机制,建立民主参与管理的激励机制,根据学校实际循序渐进地改革,有助于推进中小学内部治理结构的变迁。
[Abstract]:Primary and secondary schools are changing from the traditional single internal governance structure to the pluralistic governance structure of running a school according to law, independent management, democratic supervision and social participation, and the principal, the party organization and the democratic management mechanism are all changing. However, the restriction of the traditional inherent system, the limited understanding and acceptance of the change by the managers, and the need to improve the participation consciousness and ability of the democratic management subject affect the vicissitude process of the internal governance structure of the school. It is helpful to promote the change of internal governance structure in primary and secondary schools by establishing a balanced mechanism of power operation in school internal governance, establishing an incentive mechanism for democratic participation in management, and reforming progressively according to the actual situation of the school.
