泰安市中小学体育教师“国培计划”远程培训现状调查及对策

【摘要】:青少年是国家的未来,是国家未来力量的中流砥柱,把握着国家人力资源命脉,决定着未来人口的质量,同样青少年的教育也是国家发展战略的重中之重,只有更好地更健康地引导青少年的成长,才能使其在今后的社会建设中贡献出正能量。为进一步贯彻党的十七大要求和《中小学教育规划纲要》的精神,2010年开始,国家教育部和财政部组织实施了中小学教师“国培计划”项目,以提高中小学课堂教学质量、培养合格的人才为目的,以未来战略发展目标为方向,整合现有的国家基础教育阶段的资源,对中小学教师进行分批全面的在岗培训,让更多的中小学教师在个人业务技能和综合素质方面继续发展,为基础教育阶段的基本建设添砖加瓦继续发光发热,创造出更大的教育价值。“国培计划”是继续教育的延伸,它将以前零散的、不规范的成人教育形式,用政策的形式进行规划,对中小学教师队伍整体素质的提高,尤其农村中小学教育质量的保证,提供了平台和渠道。研究泰安市中小学体育教师“国培计划”远程培训的现状,揭示其特征和发展规律,找出存在的问题和影响因素,提出“国培计划”远程培训发展对策,为泰安市中小学体育教师“国培计划”培训工作提供科学的借鉴依据,更好地促进当地基础教育的科学发展。本文通过问卷调查、数理统计析等方法进行研究,发现泰安市中小学教师远程培训的现状主要为:1、职称评定与晋升和提高教学水平是大多数教师参加远程培训主要动机;远程培训的学习流程、教学内容的设定基本符合体育教师学习特点。2、参加培训的中小学体育教师的考核成绩整体效果较好,但参加培训的学习态度和作业完成的质量上有待提高。3、影响泰安市中小学教师参加“国培计划”远程培训的内部因素高于外部因素,中学教师受影响程度都大于小学教师,但两者之间并不存在显著性差异。可支配时间和教学工作量影响在外部因素中对教师培训影响最大,培训时间对中学教师影响程度高于小学教师,而小学教师对培训条件的要求高于中学教师。学习主动性和学习兴趣在内部影响因素中排在前两位,小学教师兴趣排在首位,中学教师学习主动性排在首位。4、通过独立样本T检验发现中小学教师满意度在培训效果维度上存在显著性差异,教师对培训政策和培训学习安排的满意度最高。根据调查结果,在此基础上提出泰安市远程培训的对策:根据泰安市地区特征创立办学条件,确保培训教学质量;制定符合泰安市的科学合理培训方案,加强泰安市中小学体育教师队伍建设;致力于基础教育发展等,从而提高泰安市国培远程培训的培训质量。
[Abstract]:Young people are the future of the country and the mainstay of the country's future strength. They hold the lifeblood of the country's human resources and determine the quality of the population in the future. Similarly, the education of young people is also the top priority of the national development strategy. Only by better and healthier guiding the growth of teenagers can they contribute positive energy in the social construction in the future. In order to further implement the requirements of the 17th National Congress of the CPC and the spirit of the outline of the Primary and Middle School Education Program, the Ministry of Education and the Ministry of Finance organized and implemented the "National Education Plan" for primary and secondary school teachers in 2010 to improve the quality of classroom teaching in primary and secondary schools. For the purpose of training qualified personnel, taking the future strategic development goal as the direction, integrating the existing resources of the national basic education stage, the primary and secondary school teachers will be trained in batches and comprehensively on the job. Let more primary and secondary school teachers in personal professional skills and comprehensive quality to continue to develop, for the basic education stage of the infrastructure to continue to shine, create a greater educational value. The "National Education Plan" is an extension of continuing education. It plans the scattered and irregular forms of adult education in the past, using policy forms to improve the overall quality of primary and secondary school teachers, especially the quality of primary and secondary education in rural areas. Provides the platform and the channel. This paper studies the present situation of distance training for physical education teachers of primary and middle schools in Taian City, reveals its characteristics and development rules, finds out the existing problems and influencing factors, and puts forward the countermeasures for the development of distance training of "national training plan". This paper provides a scientific reference for the training of physical education teachers in primary and secondary schools in Taian City, and promotes the scientific development of local basic education. Through questionnaire survey, mathematical statistics analysis and other methods, it is found that the present situation of distance training of primary and secondary school teachers in Taian City is mainly as follows: 1. The evaluation and promotion of professional titles and the improvement of teaching level are the main motivations for most teachers to participate in distance training; The learning process of distance training and the setting of teaching contents basically accord with the characteristics of physical education teachers. 2. The overall results of physical education teachers in primary and secondary schools who take part in the training are better. However, the learning attitude of participating in the training and the quality of homework completion need to be improved. 3. The internal factors affecting the distance training of primary and middle school teachers in Taian City are higher than those of external factors, and the influence degree of middle school teachers is higher than that of primary school teachers. But there is no significant difference between the two. The influence of disposable time and teaching workload on teacher training is the biggest among the external factors. The influence of training time on middle school teachers is higher than that on primary school teachers, while primary school teachers require more training conditions than middle school teachers. Learning initiative and learning interest are among the top two internal influencing factors, primary school teachers' interest is the first, and middle school teachers' learning initiative is in the first place. Through the independent sample T test we found that there is significant difference in the training effect dimension between the primary and middle school teachers' satisfaction degree and the teachers' satisfaction with the training policy and the training learning arrangement is the highest. According to the results of the investigation, the countermeasures of distance training in Taian City are put forward: to establish the conditions of running a school according to the characteristics of Taian City, and to ensure the quality of training teaching; In order to improve the quality of distance training in Taian City, we should formulate scientific and reasonable training programs, strengthen the construction of physical education teachers in primary and secondary schools, and devote ourselves to the development of basic education.
