【摘要】:深化高等教育领域改革,"自上而下"和"自下而上"相结合是一个重要的理论和实践命题。但某种意义上,高教改革更应该努力建构均衡的"内""外"关系,强化高校在改革中的内核地位,形成以大学为中心的平等利益相关者结构,改变高校的属"下"定位。高教改革是一个宏大的制度变迁过程,这个过程有外生动力和内生动力共同推动,深刻理解两种动力机制的异同,形成"内""外"联动,对深化高教领域改革十分重要。借助制度变迁理论,能够对此形成更加全面的认识。
[Abstract]:To deepen the reform of higher education, the combination of "top-down" and "bottom-up" is an important theoretical and practical proposition, but in a sense. The reform of higher education should make great efforts to construct a balanced relationship between "inside" and "outside", strengthen the core position of colleges and universities in the reform, and form a structure of equal stakeholders centered on universities. The reform of higher education is a great process of institutional change, which is promoted by both exogenous and endogenous forces, and deeply understands the similarities and differences between the two dynamic mechanisms. The formation of "internal" and "external" linkage is very important for deepening the reform in the field of higher education, and a more comprehensive understanding can be formed with the help of the theory of institutional change.
