高校网络舆情应对机制研究

【摘要】：互联网在全球范围内的飞速发展,使得网络媒体已经逐渐成为大众思想文化信息的集散地和社会舆论的放大器,同时对高校稳定和大学生成长成才的影响也日益加深。作为校园文化建设的新领域,高校网络舆情的引导与管理工作尚未引起主管部门足够的重视,各高校尚未建立起具有联动性和即时应答性的监管机制与应急处理机制,在应对突发性网络舆情事件时可动用的技术手段和管理技巧也十分匮乏。因此,探索更具操作价值和广泛适用性的高校网络舆情应对机制无疑具有极强的现实意义。本文立足于高校网络舆情应对管理实际,在借鉴国内外有关研究成果的基础上,首先从概念解析入手,对高校网络舆情的概念进行界定,在此基础上进一步剖析当前高校网络舆情的发展新趋势、新特点。然后选取辽宁省多所高校作为调查对象,围绕高校网络舆情管理现状开展针对性的调查,从调研结果中发现高校网络舆情管理中存在着手段简单粗暴、监测机制缺失、“软硬件”建设滞后等突出问题,并剖析了相关成因。最后,针对高校网络舆情应对管理工作中存在的典型问题,从基本原则与思路入手,提出构建高校网络舆情应对机制的具体对策,包括构建网络舆情联动收集工作体系;搭建学校、上级主管部门两级舆情报送体系;重视舆情素养培育,打造高素质的舆情队伍;提升校园网络信息安全技术支持水平及注重高校网络文化软环境建设等。力图使该研究能为高校网络舆情管理工作的有效开展提供参考依据,为孕育理性、和谐、健康的高校网络舆情环境提供保障。
[Abstract]:With the rapid development of the Internet in the global scope, the network media has gradually become the center of mass ideological and cultural information and the amplifier of public opinion. At the same time, the influence on the stability of colleges and universities and the growth of college students has been deepened day by day. As a new field of campus culture construction, the guidance and management of network public opinion in colleges and universities have not been paid enough attention to by the competent departments, and the supervision mechanism and emergency handling mechanism with linkage and immediate response have not yet been established in colleges and universities. In response to sudden public opinion events, the available technical means and management skills are also very scarce. Therefore, it is of great practical significance to explore the coping mechanism of network public opinion in colleges and universities with more operational value and wide applicability. This paper is based on the reality of university network public opinion management, on the basis of drawing lessons from domestic and foreign related research results, starting with the concept analysis, define the concept of university network public opinion. On this basis, it further analyzes the new trend and characteristics of the development of network public opinion in colleges and universities. Then select many colleges and universities in Liaoning Province as the object of investigation and carry out targeted investigation around the current situation of network public opinion management in colleges and universities. From the investigation results we find that there are simple and rough means and lack of monitoring mechanism in the management of network public opinion in colleges and universities. The construction of software and hardware lags behind, and the related causes are analyzed. Finally, in view of the typical problems existing in the management of network public opinion in colleges and universities, starting with the basic principles and ideas, the paper puts forward the concrete countermeasures to construct the coping mechanism of the network public opinion in colleges and universities, including the construction of the network public opinion linkage collection system; Set up the school, the superior department in charge of two levels of public opinion reporting system; attach importance to the cultivation of public opinion literacy, create high-quality public opinion team; enhance the campus network information security technology support level and pay attention to the construction of soft environment of university network culture and so on. The research can provide reference basis for the effective development of network public opinion management in colleges and universities, and guarantee the rational, harmonious and healthy network public opinion environment in colleges and universities.
