高校内部质量保障:作用和成效——基于联合国教科文组织“IQA项目”案例的实证分析

【摘要】:高校是质量保障的主体,提高教育教学质量主要依靠高校自身,高校内部质量保障的基础性作用已经成为众多高校的共识。通过对国内外8所高校教师和行政管理人员的问卷调查,分析了目前高校内部质量保障的实施情况、主要作用和实际效果、工具使用和反馈情况以及对高校教学和管理工作的贡献程度,认为高校内部质量保障基本框架和工具已经形成,但质量管理和持续提升的闭环仍有待完善,内部质量保障的积极作用还未充分发挥,应该从高校内部质量保障的顶层设计和领导支持、评价保障工具和结果的交叉利用、质量保障人员的专业化提升、质量保障信息的公开透明化、利益相关者协作、普遍认同的质量文化建设等方面进行调整和完善。
[Abstract]:Colleges and universities are the main body of quality assurance, the improvement of education and teaching quality mainly depends on the universities themselves, the basic role of quality assurance in colleges and universities has become the consensus of many colleges and universities. Based on the questionnaire survey of teachers and administrators in 8 colleges and universities at home and abroad, this paper analyzes the implementation situation, main function and actual effect of internal quality assurance in colleges and universities. The use and feedback of the tools and their contribution to the teaching and management work in colleges and universities show that the basic framework and tools for internal quality assurance in colleges and universities have been formed, but the closed loop of quality management and continuous improvement still needs to be improved. The positive role of internal quality assurance has not been brought into full play. It should be supported by the top-level design and leadership of internal quality assurance in colleges and universities, the cross-use of evaluation tools and results should be evaluated, and the specialization of quality assurance personnel should be promoted. The transparency of quality assurance information, the cooperation of stakeholders and the construction of generally agreed quality culture are adjusted and perfected.
