新形势下我国大学生创业政策研究

【摘要】：1999年高校扩招以来,大学生毕业人数逐年增加导致大学生就业形势严峻,大学生就业问题受到政府和社会的高度关注。随着创新创业在世界范围内的悄然兴起,大学生创新创业成为缓解当前严峻就业形势的关键。以创业带动就业,不仅解决大学毕业生自身的就业,也将为社会提供更多的就业岗位。在这种趋势的主导下我国相继出台了大学生创业政策。尤其在十八大以来,随着“大众创业,万众创新”的提出,大学生创业政策不断丰富完善,大学生创业人数在不断的攀升,一定程度上缓解了就业压力。大学生创业政策内容主要包括创业教育,创业融资,创业服务和创业培训等四个方面。从目前的形势来看创业人数虽然在不断的增加,但创业成功率与发达国家比起来却非常低,只有2%~3%。原因之一就在于我国大学生创业政策还不够完善。大学生创业政策面临着创业政策制定,政策执行以及政策监督等方面的问题。因此研究我国大学生创业政策及存在的问题,并提出相应的完善意见,对于提高大学生创业的成功率,缓解紧张的就业形势,具有非常重要的意义。本文主要以我国的大学生创业政策为研究对象,简单的介绍创业政策的内涵、大学生创业政策的内涵和大学创业政策的历史沿革。分析了我国创业政策在制定和实施过程中取得的成就,存在的问题及成因。并提出相应的解决对策,文章主要分为在四个部分。第一部分主要介绍创业政策与大学生创业政策的相关理论和我国大学生创业政策的历史沿革。第二部分主要分析了我国大学生创业政策的发展现状。我国大学生创业政策的内容主要集中在创业教育,创业金融,创业培训和创业服务四个方面,还进一步分析了近些年来政策实施取得的成效。第三部分主要分析我国大学生创业政策的制定、实施、监督以及创业后期的保障政策方面存在的问题,并分析了这些问题存在的原因。第四部分主要针对大学生创业政策存在的问题提出了相应的对策,完善大学生创业政策有利于更好的提高我国大学生的创新创业实力。
[Abstract]:Since the expansion of college enrollment in 1999, the number of college graduates has increased year by year, resulting in a severe employment situation for college students, and the employment of college students has been highly concerned by the government and society. With the emergence of innovative entrepreneurship in the world, innovative entrepreneurship of college students has become the key to alleviate the current severe employment situation. Employment driven by entrepreneurship will not only solve the employment of college graduates themselves, but also provide more jobs for the society. Under the guidance of this trend, our country has issued the university student entrepreneurship policy one after another. Especially since the 18th National Congress of the Communist Party of China, with the proposal of "mass entrepreneurship, mass innovation", college students' entrepreneurship policy is constantly rich and perfect, and the number of university students' entrepreneurship is constantly rising, to a certain extent, the employment pressure has been alleviated. The contents of college students' entrepreneurship policy include entrepreneurship education, venture financing, entrepreneurial service and entrepreneurial training. Judging from the current situation, the number of entrepreneurs is increasing, but the success rate of entrepreneurship is very low compared with developed countries. One of the reasons is that the entrepreneurship policy of college students in our country is not perfect enough. University students' entrepreneurship policy is faced with the problems of entrepreneurship policy formulation, policy implementation and policy supervision. Therefore, it is of great significance to study the policy and existing problems of college students' entrepreneurship in China, and put forward the corresponding suggestions to improve the success rate of college students' entrepreneurship and ease the tense employment situation. This article mainly takes the university student entrepreneurship policy as the research object, briefly introduces the connotation of the entrepreneurship policy, the connotation of the university entrepreneurship policy and the history of the university entrepreneurship policy. This paper analyzes the achievements, problems and causes of the establishment and implementation of entrepreneurship policy in China. And put forward the corresponding solutions, the article is divided into four parts. The first part mainly introduces the related theories of entrepreneurship policy and college students' entrepreneurship policy and the history of entrepreneurship policy of college students in China. The second part mainly analyzes the current situation of college students' entrepreneurship policy in China. The contents of entrepreneurship policy for college students in China are mainly focused on four aspects: entrepreneurship education, entrepreneurial finance, entrepreneurial training and entrepreneurial services. It also further analyzes the results achieved in the implementation of the policy in recent years. The third part mainly analyzes the problems existing in the formulation, implementation, supervision and security policy of the entrepreneurship policy of college students in China, and analyzes the reasons for these problems. The fourth part mainly puts forward the corresponding countermeasures against the problems existing in the university students' entrepreneurship policy. Perfecting the college students' entrepreneurship policy is conducive to improving the innovative entrepreneurial strength of our country's college students.
