思想政治教育在高校突发事件应对中的运用

【摘要】:近年来,由于社会转型、高校规模扩大、学生个体问题以及互联网兴起等原因,校园内外不稳定因素日益增加,高校突发事件时有发生。高校突发事件的出现会造成高校人员、财产、声誉等多方面的损失,也会破坏高校正常的教学秩序。因此,探讨思想政治教育在应对高校突发事件中的运用具有重要的理论和现实意义:既是思想政治教育学科发展的自身需要,也是提升大学生思想政治教育工作水平的有效途径,也可为思想政治教育的学科发展提供素材和案例;同时又可以增强高校管理者和大学生预防和应对突发事件的能力,保证正常的教学秩序,维护校园稳定,构建和谐校园。本课题的研究目的:(1)对高校突发事件进行理论梳理,归纳整理高校突发事件的概念、类型、诱因和特征。(2)对当前高校应对突发事件的现状进行调查研究,找出积累的经验和存在的不足。(3)提出思想政治教育在高校突发事件应对中所发挥的作用、应遵循的原则和可实施的措施,为探索应对高校突发事件的新模式提供支持。本课题的研究方法和过程:(1)搜集相关文献并进行整理,对高校突发事件的理论和案例提炼总结,阐述了高校突发事件的概念、类型、诱因和特征。(2)对天津市9所高校的学生工作、保卫、后勤等职能部门进行访谈调查,对500名在校学生进行问卷调查,考察了天津市高校在应对突发事件过程中所积累的经验和存在的不足。主要经验包括:开展思想政治教育和应对高校突发事件在工作队伍上的统一;在大学生安全教育过程中把理论讲解和实际操作相结合;以互联网为载体开展大学生应对突发事件的宣传教育等。主要不足是:高校管理者运用思想政治教育的主动性有待加强;高校各部门对开展思想政治教育的重要性存在认识差异;缺乏针对当下社会热点事件进行思想政治教育的途径;思想政治教育工作者缺少与学生的互动交流等。本课题的结论:关于思想政治教育在高校突发事件应对中所体现的作用,本文认为在突发事件发生前可发挥思想政治教育的育人功能和预测功能;在突发事件发生中可发挥思想政治教育的疏导功能和保障功能;在突发事件发生后可发挥思想政治教育的平复功能和总结功能。思想政治教育在高校突发事件应对中所应遵循的主要原则是:预防为主、以学生为中心、快速处置、统一领导、协同合作、依法办事等原则。可实施的具体措施是:拓展和深化思想政治教育的教学内容、借助多种方式开展思想政治教育、提高思想政治教育的工作效率、搭建高效的信息传播渠道等。从而加强思想政治教育应对高校突发事件的针对性和实效性,提高高校管理者和大学生预防和处置突发事件的能力,消除或降低高校突发事件所造成的负面影响,为维护高校安全稳定提供帮助。
[Abstract]:In recent years, due to the social transformation, the expansion of university scale, students' individual problems and the rise of the Internet, the unstable factors inside and outside the campus are increasing day by day, and university emergencies occur from time to time. The emergence of unexpected events in colleges and universities will result in the loss of personnel, property, reputation and so on, and will also destroy the normal teaching order in colleges and universities. Therefore, it is of great theoretical and practical significance to explore the application of ideological and political education in dealing with unexpected events in colleges and universities: it is the need of the development of the subject of ideological and political education. It is also an effective way to improve the work level of ideological and political education of college students, and can also provide materials and cases for the subject development of ideological and political education. At the same time, it can also enhance the ability of university administrators and college students to prevent and respond to unexpected events. Ensure normal teaching order, maintain campus stability, and build a harmonious campus. The purpose of this research is: 1) to sort out the theory of college emergencies, to summarize the concepts, types, inducements and characteristics of college emergencies, and to investigate and study the current situation of college emergency response. To find out the accumulated experience and the deficiency. (3) to put forward the function of ideological and political education in the emergency response of colleges and universities, the principles to be followed and the measures to be carried out, and to provide support for exploring the new mode of dealing with unexpected events in colleges and universities. The research method and process of this subject are as follows: 1) collecting and sorting out the relevant documents, summarizing the theories and cases of university emergencies, expounding the concepts and types of emergencies in colleges and universities. (2) interviews were conducted among students working, defending, and logistic departments in 9 universities in Tianjin, and a questionnaire survey was conducted among 500 students. This paper investigates the experiences and shortcomings of colleges and universities in dealing with emergencies in Tianjin. The main experiences include: carrying out ideological and political education and dealing with the unity of university emergency in the work force, combining the theoretical explanation with practical operation in the process of safety education for college students; Take the Internet as the carrier to carry out the propaganda and education of college students to deal with emergencies. The main shortcomings are: the initiative of university administrators to use ideological and political education needs to be strengthened, the different departments of colleges and universities have different understanding of the importance of ideological and political education, the lack of ways to carry out ideological and political education in the light of the current social hot issues; Ideological and political educators lack interaction with students and so on. The conclusion of this subject: on the role of ideological and political education in the emergency response in colleges and universities, the author thinks that the educational function and prediction function of ideological and political education can be played before the unexpected events occur; The function of guidance and guarantee of ideological and political education can be brought into play in the occurrence of unexpected events, and the function of calming down and summing up of ideological and political education can be brought into play after the occurrence of unexpected events. The main principles of ideological and political education in dealing with unexpected events in colleges and universities are as follows: prevention, student-centered, rapid handling, unified leadership, cooperative cooperation, and handling affairs according to law. The concrete measures that can be implemented are to expand and deepen the teaching contents of ideological and political education, to carry out ideological and political education in various ways, to improve the work efficiency of ideological and political education, to set up efficient channels of information dissemination, and so on. In order to strengthen ideological and political education to deal with the pertinence and effectiveness of university emergencies, to improve the ability of university administrators and college students to prevent and deal with emergencies, to eliminate or reduce the negative impact caused by emergencies in colleges and universities.
