美国密歇根大学内设学院治理结构分析

【摘要】：在大力推进高校学院制改革与管理重心下移的背景下,大学内设学院治理成为当前大学治理体系与治理能力现代化建设的关键问题。密歇根大学学校治理体现着"重心在下,以院为主"的特点。而在内设学院层面,形成了由治理团体、执行委员会与行政官团队构成的行政管理系统,连同一个庞大的委员会系统,共同构成了组织严密且层次清晰的学院治理结构,体现着权力的有效分工与相互制衡的统一,体现着学术权力的优势及其与行政权力有效衔接的鲜明特色。
[Abstract]:Under the background of pushing forward the reform of college system and shifting the focus of management, college governance has become a key issue in the modernization of university governance system and governance ability. University of Michigan school governance embodies the characteristics of "the center of gravity in the next, mainly to the courtyard." At the internal level of the college, an administrative management system composed of a governing body, an executive committee and a team of administrators, together with a large committee system, formed a well-organized and well-defined governance structure of the college. It embodies the unity of effective division of labor and mutual checks and balances of power, the advantages of academic power and the distinct characteristics of effective connection between academic power and administrative power.
