日本“顶级全球性大学计划”的研究

【摘要】:日本是一个善于模仿、创新,自立自强的民族。如果你观察日本,就会发现无论是经济模式、政治制度或是建筑风格日本都融合了其它民族的特点,但是又不是简单地照抄,而是浸入自己民族灵魂的再创造。尤其是到了近代,日本教育更是将这一特点发挥的淋漓尽致:日本高等教育的办学理念、规章法制及办学模式都可以轻易地捕捉到西方教育的影子。敏锐的思维,积极学习的态度使日本在世界各个领域都占有一席之位。进入21世纪,国际范围内高等教育国际化的竞争日趋激烈;日本高校国际排名大幅下降及国内经济、社会发展的下行压力,针对这些国内外日益严峻的形势,为使高等教育国际化进一步向前迈进,走出各种发展瓶颈,日本政府尝试了许多变革,其中包括影响较大的项目有:2002年实施的“21世纪COE计划”、2003年“留学生10万人计划”和2008年“留学生30万人计划”等,并为之建立了系统的配套项目。汲取前期改革经验,日本文部科学省又于2014年3月推出了“顶级全球性大学计划”,试图把高等教育国际化再向上提高一个台阶。“顶级全球性大学计划”是日本政府高等教育国际化改革方面的一个定向资助项目。该计划拥有详细的申请要求和资格审核流程。经过严格的审核之后,遴选出37所高校(其中,TOPA顶级型13所,TOPB国际化牵引型24所)作为计划的资助对象。这些资助院校不但有承办该计划雄厚的基础,还制定出详细的规划方案,使得“顶级全球型大学计划”可以步步为营,为“顶级全球性大学计划”总目标的实现提供了可靠的保障。直至2016年12月,“顶级全球性大学计划”实施两年多,各大资助院校确实取得了一些阶段性成果:例如,增加外籍或具有海外经历教职工的比重、积极开展各种对外交流合作活动、建立健全留学机制等等。其明确的目标定位、量化标准极强的可操作性及大规模的投入使人们对其发展积极看好,但也受到了一些学者的质疑,其未来发展情况令人期待。中国高等教育国际化近年也取得了许多成果:海外合作办校数量增加、孔子学院的蓬勃发展等等,这使得中国高等教育国际化进入一个新时代。为进一步推动高等教育发展,建设高等教育强国,中国政府于2015年底推出的《统筹推进世界一流大学和一流学科建设总体方案》,其中把推进中国高等教育国际化摆在了至高位置,面对相似的改革背景,为使我国高等教育国际化改革顺利实施,研究日本“顶级全球性大学计划”的实施路径对我国具有重要的现实意义。
[Abstract]:Japan is a nation that is good at imitation, innovation and self-reliance. If you look at Japan, you will find that Japan, whether it is an economic model, a political system, or a architectural style, has integrated the characteristics of other peoples, but not simply copied it, but immersed itself in the re-creation of its own national soul. Especially in modern times, the Japanese education gives full play to this characteristic: the idea of running a school, the rule of law and the mode of running a school of Japan's higher education can easily capture the shadow of western education. Sharp thinking and active learning attitude make Japan a place in every field of the world. In the 21st century, the international competition of higher education is becoming more and more fierce, the international ranking of Japanese universities has dropped sharply and the downward pressure of the domestic economic and social development, in view of the increasingly serious situation at home and abroad, In order to further advance the internationalization of higher education and get rid of various development bottlenecks, the Japanese government has tried many changes. These projects include the "Coe Program of the 21st Century" implemented in 2002, the "100000 students Program" in 2003 and the "300000 students Program" in 2008, for which a systematic supporting project has been established. Drawing on the previous reform experience, Japan's Ministry of Education and Science launched the "Top Global University Program" in March 2014, in an attempt to raise the internationalization of higher education to a higher level. The Top Global University Program is a targeted funding project for the internationalization reform of higher education in Japan. The program has detailed application requirements and eligibility procedures. After strict examination, 37 colleges and universities (among them, TOPA top-level 13 TOPB international traction 24) were selected as the funding target. These funded institutions not only have a strong foundation for undertaking the project, but also work out a detailed planning plan that will allow the "top global university project" to take place step by step. It provides a reliable guarantee for the realization of the overall goal of the Top Global University Program. Until December 2016, more than two years after the implementation of the Top Global University Program, the major funded institutions did achieve some milestones: for example, increasing the proportion of expatriate or expatriate faculty. Actively carry out various activities of exchange and cooperation with foreign countries, and establish and improve the mechanism for studying abroad. Its definite target orientation, strong maneuverability of quantitative standard and large scale investment make people positive and optimistic about its development, but it has also been questioned by some scholars, and its future development is expected. The internationalization of higher education in China has also made many achievements in recent years, such as the increase in the number of overseas cooperative schools, the vigorous development of Confucius Institutes and so on, which makes the internationalization of higher education in China enter a new era. In order to further promote the development of higher education and build a powerful country in higher education, The "overall Plan for the overall Promotion of world-class Universities and Top-class disciplines", launched by the Chinese government at the end of 2015, puts the internationalization of China's higher education at the top of the agenda and faces a similar background of reform. In order to carry out the internationalization reform of higher education in China smoothly, it is of great practical significance to study the implementation path of Japan's "Top Global University Plan".
