论高校教育智库的治理重建

【摘要】：高校教育智库在制度设计和机制运作方面存在程度不同的缺失,必须进行治理重建。高校教育智库外部治理的重建包括建立高校教育智库的监管体制、完善重大教育决策意见征集和辩论制度、建立政府购买教育决策咨询制度、健全教育舆论引导机制、建立高校教育智库的经费管理制度、建立税收审查机制等顶层设计。高校教育智库内部治理的重建包括健全法人治理机制、实行矩阵式组织管理、建立团队领导者培养制度、建立高校智库专家分类管理机制与话语系统的构建机制、建立绩效考核制度、建立教育研究成果评价和应用转化机制、建立资金募集机制等协同推进。
[Abstract]:There are some deficiencies in the institutional design and mechanism operation of the educational think tank in colleges and universities, so it is necessary to carry out governance and reconstruction. The reconstruction of the external governance of the university educational think tank includes the establishment of the supervision system of the university education think tank, the perfection of the system of soliciting and debating opinions on major educational decisions, the establishment of the consultation system of government purchasing educational decision, and the improvement of the guiding mechanism of educational public opinion. The top level design, such as establishing the fund management system of the university education think tank and establishing the tax review mechanism, etc. The reconstruction of the internal governance of the university education think tank includes perfecting the legal person governance mechanism, implementing the matrix organization management, establishing the team leader training system, establishing the expert classification management mechanism and the construction mechanism of the discourse system of the university think tank. The system of performance appraisal, the mechanism of evaluation and application of educational research achievements and the mechanism of raising funds are set up.
