新常态下高等教育经费资源配置优化路径研究

【摘要】：作为高等教育资源中的主要资源之一,经费资源与人力资源和物力资源有着明显的不同之处,经费资源的配置贯穿整个高等教育体系,并以其特有的形式在高等教育活动中发挥着不可替代的重要作用。高等教育经费资源投入力度的大小和配置效率的高低直接影响着高等教育产出的数量和质量。新常态下,高校人才供给模式与社会实际需求之间的关系发生着深刻变化,经济增长速度有所减缓,从高速增长转为中高速增长;经济结构也在不断优化升级;社会发展动力从要素驱动、投资驱动转向创新驱动。而创新驱动战略实施以来,高等教育结构性矛盾更加突出,同质化倾向严重,高等教育培养模式亟需创新。高校毕业生的就业难且就业质量偏低等问题尚未有效缓解,社会企业紧缺的应用型、复合型和创新型人才培养机制尚未完全建立,人才培养结构和质量与经济结构调整和产业升级的要求还相差甚远。因此,优化高等教育经费资源配置路径将有助于解决这些问题。新常态下,全面协调,统筹发展战略为形成政府、高校和社会“三足鼎立”的高等教育投资体系奠定了基础。作为维持这个体系正常运转的血脉,经费资源的配置效率将成为高等教育发展的关键所在。新常态下,高等教育供给侧改革的主要任务之一就是要提高经费资源的配置效率和教育质量,为社会输送高素质的专业型和应用型人才。因此,只有政府、高校和社会三方主体充分认识到这一点才能真正解决当前高等教育事业发展所存在的问题。解决经费资源投入不足问题,不仅需要政府加大投入力度,还需要高校提高经费资源配置效率,同时也需要社会积极主动参与监督。解决区域不均衡问题,除了国家宏观调控外,各地方政府也要因地制宜,根据实际发展需要争取财政拨款,提高经费资源配置效率,同时社会也要加强舆论引导,均衡东西部高等教育投资力度,以实现我国高等教育的全面发展和综合实力的总体提升。本文着重分析新常态对高等教育经费资源配置各主体的影响以及对高等教育经费资源配置的基本要求和原则,结合当前实际主要解决高等教育经费资源“怎么用”和“用在哪里”两个方面为主要内容,来探究高等教育经费资源配置优化的主要路径,以期为高等教育经费资源配置优化提供些许借鉴。
[Abstract]:As one of the main resources of higher education, there are obvious differences between funds and human and material resources. The allocation of funds runs through the whole higher education system. And in its unique form in higher education activities play an irreplaceable important role. The quantity and quality of higher education output are directly affected by the degree of investment and allocation efficiency. Under the new normal, the relationship between the talent supply mode and the actual social demand in colleges and universities has undergone profound changes, the economic growth rate has slowed down, from the high-speed growth to the medium-high speed growth, the economic structure is constantly optimized and upgraded. The motive force of social development changes from factor drive, investment drive to innovation drive. Since the implementation of the innovation-driven strategy, the structural contradiction of higher education is more prominent, the tendency of homogeneity is serious, and the mode of higher education training needs to be innovated. The problems such as difficult employment and low employment quality of college graduates have not been effectively alleviated. The applied, compound and innovative talents training mechanism of social enterprise shortage has not been completely established. Talent training structure and quality are still far from the requirements of economic restructuring and industrial upgrading. Therefore, optimizing the allocation path of higher education funds will help to solve these problems. Under the new normal, the overall coordination and the overall development strategy have laid the foundation for the formation of the investment system of higher education in the government, universities and society. As the blood of maintaining the normal operation of this system, the allocation efficiency of funds resources will be the key to the development of higher education. Under the new normal condition, one of the main tasks of the supply-side reform of higher education is to improve the allocation efficiency and educational quality of funds and resources, and to transport high-quality professional and applied talents for the society. Therefore, only when the government, university and society fully realize this can the problems existing in the development of higher education be solved. To solve the problem, the government should not only increase the investment, but also improve the efficiency of the allocation of fund resources, and the society should take the initiative to participate in the supervision at the same time. In order to solve the problem of regional imbalance, in addition to the state's macro-control, local governments should also respond to local conditions, strive for financial allocations according to actual development needs, and improve the efficiency of allocating funds and resources. At the same time, the society should also strengthen the guidance of public opinion. In order to realize the overall development of China's higher education and the overall promotion of its comprehensive strength, the investment of higher education in the east and the west is balanced. This paper focuses on the analysis of the influence of the new normal on the allocation of higher education funding resources, as well as the basic requirements and principles of the allocation of higher education funds resources. Combining with the actual situation, how to use and where to use the funds of higher education is the main content to explore the main ways to optimize the allocation of the funds for higher education.
