地方师范大学师范生免费教育政策执行状况研究

【摘要】：师范生免费教育政策,以其较强的示范性彰显了我国对教师教育的重视。但由于政策只在教育部直属的六所师范大学中试行,受益的群体有限,难以从根本上解决欠发达地区优质教师资源短缺的问题。在中央政府的支持鼓励和广大学者的呼吁下,各省(自治区、直辖市)在结合自身教育发展及需求的基础上,纷纷出台并实施了适合本地区的师范生免费教育政策。但政策实施的情况、政策效能的发挥情况还未得到充分的反馈。本研究试图采用调查研究的方法,全面了解这些状况,为进一步推进相关政策的有效落实提供建议和参考。本研究共分为四个部分,基本思路如下:第一部分为引言部分,主要介绍了本研究的缘起及意义、对已有研究成果的述评,研究所使用的主要研究方法及相关核心概念的界定。第二部分是研究的主要内容。研究在对当前各地出台的政策进行分析和解读的基础上,以三所地方师范大学为例,从免费师范生的招生、培养及就业三个层面来全面、客观地反映这三所地方师范大学政策的执行状况及执行过程中存在的一些问题。第三部分对影响各地政策执行的因素进行了分析。主要结合过程模型从师范生免费教育政策自身仍不完善、政策执行主体主动性不足、免费师范生群体从教信念不坚定及执行环境不理想四个方面进行了系统分析。第四部分提出了促进地方师范大学师范生免费教育政策有效执行的建议,这也是研究的最终目的。
[Abstract]:The free education policy of normal students shows the emphasis on Teacher Education in China with its strong demonstration. However, because the policy is only tried in the six normal universities directly under the Ministry of education, the benefited group is limited. It is difficult to solve the problem of shortage of high quality teachers in the underdeveloped areas. Under the appeal, the provinces (autonomous regions and municipalities), on the basis of their own educational development and demand, have introduced and implemented a free education policy suitable for the local normal students. However, the implementation of the policy and the performance of the policy effectiveness have not been fully fed back. This study tries to use the method of investigation and research to understand this in an all-round way. Some suggestions and references are provided to further promote the effective implementation of relevant policies. This study is divided into four parts. The basic idea is as follows: the first part is the introduction part, which mainly introduces the origin and significance of this study, reviews the existing research results, and defines the main research methods and related core concepts used by the Research Institute. The two part is the main content of the study. On the basis of the analysis and interpretation of the current policies, three local normal universities are taken as an example, from the three aspects of the enrollment, training and employment of free normal students, which objectively reflect the implementation of the three local normal school policies and the existence of the one in the process of implementation. The third part analyses the factors that affect the implementation of the policy. The main combination process model is not perfect for the free education policy of the normal students, the initiative of the main body of policy implementation is insufficient, and the free normal students' group has been systematically analyzed from four aspects of the infirmness of the teaching belief and the unsatisfactory implementation of the environment. The fourth part proposes The proposal to promote the effective implementation of free education policy for normal students in local normal universities is also the ultimate goal of the study.
