政治渗民办高校内部管理体制研究

【摘要】:时至今日,我国民办高校发展重点已从重视规模——“做大”,转变为重视内涵建设—— “做细”。在追逐“规模”的过程中,民办高校的举办者和管理者都会自觉不自觉的“忽视”一部分发展中存在的问题,但在转型期,在重视内涵建设阶段,很多问题都是无法回避的。比如,民办高校办学自主权不充分,管理体系中行政色彩过浓等问题。作为具有社会公共产品特质的民办高校,将新公共管理中的内容,科学的用来指导民办高校的发展,其意义将是深远而有价值的。本论文共分五部分。第一部分绪论,从研究选题背景、理论价值和现实意义、文献综述、研究的方法等六个方面进行写作。第二部分民办高校内部管理体制的理论概述,本章论述了我国民办高校的发展概述,简述了民办高校的含义、特征、内部管理体制以及政策依据和法律依据。第三部分通过对国外私立大学内部管理体制的比较和研究,启发良多。第四部分着重论述了我国民办高校从无到有,再到发展壮大的历程、现状和目前主要存在的问题以及成因分析。第五部分研究了如何完善我国民办高校的内部管理体制,主要应从改善董事会成员选举办法,厘清董事会的管理边界;落实“校长负责制”,合理使用“3E”原则;根据“正确授权”理论,真正履行监事会职责等方面具体落实。本文的研究方法主要采用比较研究法和文献研究法,从新公共管理理论体系切入,充分结合我国民办高校内部管理体制中存在的问题,横向比对美国和日本私立大学的相关数据和经验,提出适合我国现阶段的科学解决问题的方法。本论文的创新在下面两个点体现:第一、本文的理论基础和依据是“新公共管理”,用其成熟的理论逻辑去分析我国民办高校当前在内部管理体制中存在的诸多问题;第二、从美国和日本的私立大学发展脉络去寻找内部管理体制改善和变革和基本逻辑,从研究的结果中去和新公共管理的相关理论逐一对应,最后,将两者发展经验中对我国民办高校内部管理体制改革有益之处用在问题解决的方案之中,尽管国情不同,但其指导意义和创新之处不容忽视。
[Abstract]:Up to now, the emphasis of the development of private colleges and universities in our country has changed from paying attention to scale-"becoming bigger" to paying attention to connotation construction-"doing detail". In the process of pursuing "scale", the organizers and managers of private colleges and universities will consciously "ignore" some of the problems in the development, but in the transition period, in the stage of paying attention to the connotation construction, many problems can not be avoided. For example, private colleges and universities have insufficient autonomy, too much administrative color in the management system and other problems. As a private university with the characteristics of social public products, it is of far-reaching and valuable significance to use the contents of the new public management to guide the development of private colleges and universities scientifically. This paper is divided into five parts. The first part of the introduction, from the research background, theoretical value and practical significance, literature review, research methods and other six aspects of writing. The second part is the theoretical overview of the internal management system of private colleges and universities. This chapter discusses the development of private colleges and universities in China, briefly describes the meaning, characteristics, internal management system, policy basis and legal basis of private colleges and universities. The third part, through the comparison and research on the internal management system of foreign private universities, enlightens a lot. The fourth part focuses on the development of private colleges and universities from scratch to the process of development, the current situation and the main existing problems as well as the causes of analysis. The fifth part studies how to perfect the internal management system of the private colleges and universities in our country, mainly from improving the election method of the board of directors, clarifying the management boundary of the board of directors, carrying out the "president responsibility system" and using the "3e" principle reasonably; According to the "correct delegation" theory, to truly fulfill the duties of the board of supervisors and other aspects of specific implementation. The research method of this paper mainly adopts the comparative research method and the literature research method, from the new public management theory system, fully combines the problems existing in the internal management system of the private colleges and universities in our country. By comparing the relevant data and experience of private universities in America and Japan, the author puts forward the scientific methods of solving problems suitable for our country at the present stage. The innovation of this paper is reflected in the following two points: first, the theoretical basis and basis of this paper is "New Public Management", with its mature theoretical logic to analyze the existing problems in the internal management system of private colleges and universities in China; second, From the development of private universities in the United States and Japan to find the internal management system improvement and change and basic logic, and from the results of the study and the new public management theory one by one corresponding, finally, The advantages of the two experiences in the reform of the internal management system of the private colleges and universities in our country are used in the solution of the problem. Although the national conditions are different, the guiding significance and innovation of the two experiences should not be ignored.
