基于现代大学制度的教授治学与治校研究

【摘要】:现代大学制度的核心是在国家的宏观调控政策指导下,大学面向社会,依法自主办学,实行科学管理。在国内,教授治学与教授治校作为备受争议的一对学术概念,迄今为止学术界还未达成一致认可。教授作为深化大学内部改革,推动现代大学制度建设的支撑力量,深刻影响着高等教育的未来走向。在2010年颁布的《国家中长期教育改革和发展规划纲要(2010年——2020年)》(全文以下简称《教育规划纲要》),明确提出,“充分发挥学术委员会在学科建设、学术评价、学术发展中的重要作用,探索教授治学的有效途径,充分发挥教授在教学、学术研究和学校管理中的作用”。有些教授既有行政色彩的官员身份,也是教书育人的学者形象,这种双重身份使他们往往在需要做决策中难于平衡行政和学术权力两者之间的关系。对教授治学与教授治校的辨析,既要摆脱两者相互抵制的思维模式,又要避免将两者混淆,出现角色错位,而应超越治学与治校的话语之争,将教授治学与治校这两种要求统一于中国大学内部治理结构和治理方式的制度安排中。具体而言,教授首先是学术权力的代表,同时又是学校民主管理的主体,参与治校也是教授义不容辞的责任。本文从六个部分做了分析研究:文章绪论部分,主要概括了当前教授治学治校研究的整体情况;第一章主要阐释了现代大学制度、教授治学和治校的内涵。列举了国外四所高校现代大学制度中教授的角色定位,同时对中国的正在建立和形成的现代大学制度进行了描述;第二章主要考察了西方大学教授治校的发展历程,随后分别从民国时期、建国以后计划经济时期和改革开放时期三个阶段对中国高校由教授治校到教授治学的历史转变做了论述;第三章从教授治学与治校的内在逻辑统一性,现实必然性和现实可行性三个方面深入剖析;第四章从教授治学与治校存在的问题与原因进行分析;第五章以教授主导治学,参与治校的角色为着力点,分别从教授角色的科学定位、政治保证、主导治学、参与治校以及法制保障等方面提出建议和观点。通过对以上观点的探讨,以期能够使教授这一关键角色在我国高等教育事业发展中发挥积极作用。
[Abstract]:The core of the modern university system is that under the guidance of the national macro-control policy, the university faces the society, runs a school independently according to law, and carries out scientific management. As a pair of controversial academic concepts, professors and professors have not been accepted by academic circles. Professor, as a supporting force to deepen the reform of university interior and promote the construction of modern university system, has a profound influence on the future trend of higher education. The outline of the National Medium-and Long-Term Education Reform and Development Plan (2010-2020), promulgated in 2010 (hereinafter referred to as the "outline of the Education Plan") in 2010, clearly states, "give full play to the academic committee in discipline construction and academic evaluation," The important role of academic development, the exploration of effective ways for professors to study, to give full play to the role of professors in teaching, academic research and school management ". Some professors are not only administrative officials but also scholars who teach and educate people. This dual identity makes it difficult for them to balance the relationship between administration and academic power in making decisions. In order to distinguish the study of professor and the school of professor, we should not only get rid of the mode of thinking which both resist each other, but also avoid confusing the two and misplace their roles, and should transcend the argument between the study and the school. In this paper, the author unifies the two requirements of teaching and governing in the institutional arrangement of the internal governance structure and mode of governance in Chinese universities. To be specific, the professor is the representative of academic power and the main body of democratic management of school, and it is incumbent on the professor to take part in the administration of school. This article has done the analysis and research from six parts: the introduction part of the article, mainly summarized the whole situation of the current research of the professor scholarship, the first chapter mainly explained the modern university system, the teaching research and the school administration connotation. This paper enumerates the role orientation of professors in the modern university system of four foreign universities, and describes the modern university system that is being established and formed in China. Then from the period of the Republic of China, the period of planned economy and the period of reform and opening up after the founding of the people's Republic of China, the author discusses the historical transformation from the professor to the professor. The fourth chapter analyzes the problems and causes of teaching and running schools; the fifth chapter focuses on the role of professors in academic research and participation in the management of schools. Suggestions and viewpoints are put forward from the following aspects: the scientific orientation of the role of the professor, political assurance, leading the study, participating in the administration of the school and the guarantee of the legal system. Through the discussion of the above views, it is hoped that the key role of professor can play an active role in the development of higher education in China.
