XJ学院奖助学金资助管理方案改进研究

【摘要】：随着高校的大规模扩招,近年来有机会读大学的学生也越来越多,所以高校中家庭贫困学生数量也在递增,这种状况受到了社会各界的广泛关注。为了奖励品学兼优的优秀学生和减轻贫困学生上学期间的经济压力,国家陆续出台了一系列高校学生奖助学金资助政策与措施。与此同时奖助学金在评选发放过程中也出现了一些突出的问题,需要对奖助学金管理方案进行改进和完善。本文以XJ学院奖助学金资助管理方案改进为研究对象,围绕主题在阐述了研究背景、研究目的和意义、研究内容和方法及论文框架图基础上,综述了国内外研究现状、国家奖助学金相关概念与基本理论;展示了 XJ学院的概况,分析了 XJ学院奖助学金资助管理工作中存在的问题,包括评定机构和主体缺位、客体准确界定有困难、评定过程风气不正和评定结果反馈机制缺失等方面的问题,进而阐释了问题存在的原因,包括评选工作重视不充分、书院间评选标准不统一、监督与处罚机制不健全、宣传教育工作不到位等方面的原因;针对存在的问题和原因制定了系统的改进方案。从指导思想和指导原则入手,提出以下要做出改进的内容,设立稳定的评定机构与主体、制定明确的客体认定条件、营造公平公正的评选氛围、跟踪调查受助学生学习情况,确定了 XJ学院奖助学金资助管理方案改进过程中的重要环节;最后分析了改进方案实施过程中可能会出现的问题,并从充分重视评选工作、确立统一的评选标准、健全监督和处罚机制、落实宣传教育工作等方面提出了保障措施。本文通过对XJ学院奖助学金资助管理方案改进的研究,一方面有助于奖励真正优秀学生和贫困学生,对其他学生起到激励的作用;另一方面方案改进后,有利于营造公平、公正、公开的奖学金评选环境,从而有利于XJ学院的健康良性发展。同时也希望能够为其他民办高校奖助学金资助管理工作提供可供参考的依据和借鉴。
