我国大学二级学院的虚体化困境与出路

【摘要】：我国高校在深化改革的过程中,面临"大学办学院"还是"学院办大学"的选择。大学是底部沉重的学术组织,为了进一步激发办学活力,应该向着"学院办大学"的方向努力,给学院更多的人、财、物等方面的管理权限。但是,目前大多数高校仍然是"大学办学院"。从历史制度主义的角度来看,"大学办学院"是大学党委书记/大学校长、学院院长等行动者理性选择的结果。为了突破困境,我们应该打破大学学院制变迁的"路径依赖",在深层结构中寻找大学学院制改革的"否决点",增强行动者的动力机制,建立行动者的利益协调机制。
[Abstract]:In the process of deepening the reform, colleges and universities in China are faced with the choice of "running colleges" or "running colleges and universities". The university is a heavy academic organization at the bottom. In order to further stimulate the vitality of running a school, it is necessary to make great efforts in the direction of "running a university by the college" and give more administrative authority to the college in the aspects of people, money, material and so on. However, at present, most colleges and universities are still run by universities. From the perspective of historical institutionalism, "running a college by a university" is the result of rational choice of the party secretary, the president of the university, the dean of the college, and so on. In order to break through the predicament, we should break the "path dependence" of the change of the university college system, find the "veto point" in the deep structure of the university college system reform, strengthen the motive mechanism of the actors, and establish the interest coordination mechanism of the actors.
