京津冀高等教育一体化进程对策研究

【摘要】:随着近几年"京津冀一体化"进程进入政府积极推动和理性深化阶段,"高等教育一体化"作为实现"京、津、冀一体化"的工具或策略被动触发,并逐渐取得合法性基础。但就目前"京津冀高等教育一体化"的功能、定位问题,一体化进程中的地理疆界与行政壁垒问题,京津冀地区高等教育质量差异与整体水平提升问题尚缺乏科学界定和合理布局。京津冀高等教育一体化进程应该通过政府推动与科学建制,提高政策、机制的系统性、科学性;通过高等教育资源跨府际调配,促进优质教育资源的实质共享和有效使用;通过高等教育要素重组,加强"一体化"课程模块到学分结构的整体改革与系统推进,才能有效推动。
[Abstract]:In recent years, the process of "Beijing-Tianjin-Hebei integration" has entered the stage of positive promotion and rational deepening by the government. As a tool or strategy to realize "integration of Beijing, Tianjin and Hebei", the "integration of higher education" has been triggered passively, and gradually obtained the legal basis. However, with regard to the functions, orientation, geographical boundaries and administrative barriers in the process of integration of higher education in Beijing-Tianjin-Hebei, There is a lack of scientific definition and rational distribution of the quality difference and overall level improvement of higher education in Beijing-Tianjin-Hebei region. The integration process of Beijing-Tianjin-Hebei higher education should be promoted by the government and scientific system to improve the systematicness and scientificalness of policies and mechanisms, and to promote the substantial sharing and effective use of high-quality educational resources through the inter-governmental allocation of higher education resources. Only by reorganizing the elements of higher education and strengthening the overall reform and systematic promotion of the "integrated" curriculum module to the credit structure can it be effectively promoted.
