高校智库评价机制研究

【摘要】：智库评价机制建设应该是包含评价指标体系建设、评价制度建设、评价程序建设、评价方法完善、评价环境构建等要素的系统工程。各个要素相辅相成,才能保证评价的科学、公正,发挥评价的判断、预测、选择及导向功能。当前智库评价活动多从工具理性出发,关注评价指标体系建设,而忽略了其他要素的完善。文章通过实证研究运用回归分析方法论证了智库评价指标体系的科学程度与评价制度的规范程度、评价方法的完善程度、评价程序的规范程度、评价环境的构建程度存在多元线性关系,且智库评价结果公信程度同样也受上述因素的影响,最后提出多维完善高校智库评价机制的策略途径。
[Abstract]:The construction of evaluation mechanism of think-tank should be a system engineering which includes the construction of evaluation index system, evaluation procedure, perfect evaluation method and evaluation environment. Each element complements each other in order to guarantee the science and fairness of evaluation, and to exert the function of judgment, prediction, selection and guidance of evaluation. At present, the evaluation activities of think-tanks focus on the construction of evaluation index system from the perspective of tool rationality, but neglect the perfection of other elements. This paper demonstrates the scientific degree of evaluation index system of think-tank, the standard degree of evaluation system, the perfection of evaluation method and the standard degree of evaluation procedure by means of empirical research and regression analysis. The degree of construction of evaluation environment has multiple linear relationship, and the degree of public credibility of evaluation results of think tanks is also affected by the above factors. Finally, the strategic approach of multi-dimensional improvement of evaluation mechanism of university think tanks is put forward.
