大数据背景下高校贫困生资助工作精准化研究

【摘要】：资助是实现社会公平最直接、最有效的方式与途径,但资助的效果与效率取决于对资助对象的精准识别与资助手段的科学性和合理性。贫困生资助工作是高校人才培养工作的重要组成部分,关乎学生的成长成才、学校的稳定与发展、社会的和谐与进步。教育部于2015年提出了“精准资助”这一概念与内涵,并于“十三五”期间把实现精准资助作为国家和教育主管部门的明确目标,这一思想为我们开展高校资助工作精准化研究指明了正确的方向。当前,高校贫困生资助工作在取得巨大成就的同时,也存在资助系统智能化程度低、缺乏精准识别贫困生标准、难以科学实施资助考核、重经济资助缺乏人文关怀等问题与不足,直接或间接导致资助精准度不高,影响资助的效果及其公平、公正性。因此,如何有效精准认定、准确资助隐形贫困生,如何有效核查、及时取缔虚假贫困,如何使国家高校贫困生资助的顶层设计精准“落地”,是当前和今后一个时期做好高校贫困生资助工作的大逻辑。大数据作为计算技术的最新形态,为我们开展高校贫困生资助工作精准化研究提供了新的视角、思维、工具和方法。充分利用大数据技术,共建资源共享,构建精准识别的新模式,实现以人为本,差异化资助方式,建立实时动态、及时、全面资助管理体系,对于提高高校贫困生资助工作精准化水平,促进资助工作的科学性和实践性,实现贫困生资助工作的公平正义,具有重要的理论价值和现实意义。
[Abstract]:Financial aid is the most direct and effective way to realize social equity, but the effect and efficiency of subsidy depend on the scientific and reasonable identification of the object and the means of aid. The work of subsidizing poor students is an important part of the cultivation of talents in colleges and universities, which is related to the growth and development of students, the stability and development of schools, and the harmony and progress of society. The Ministry of Education put forward the concept and connotation of "precision funding" in 2015, and made the realization of precision funding a clear goal of the state and education authorities during the 13th Five-Year Plan period. This idea has pointed out the correct direction for us to carry out the research on the precision of university funding. At present, the poor students in colleges and universities have made great achievements in the financial aid work, but at the same time, there is a low degree of intellectualization of the financial aid system, a lack of accurate identification of poor students' standards, and it is difficult to carry out the financial aid assessment scientifically. The lack of humanistic care directly or indirectly leads to the inaccuracy of financial aid, which affects the effectiveness of financial aid and its fairness and fairness. Therefore, how to identify effectively and accurately, how to accurately fund invisible poor students, how to check effectively, and how to eliminate false poverty in time, and how to make the top-level design funded by poor students in national colleges and universities fall to the ground accurately. Is the current and a period of time to do a good job in the work of funding poor college students. Big data, as the latest form of computing technology, provides a new perspective, thinking, tools and methods for us to carry out research on the precision of financial aid for poor students in colleges and universities. Make full use of big data technology, jointly build resources sharing, construct a new pattern of accurate identification, realize people-oriented, differentiated funding methods, establish real-time dynamic, timely and comprehensive financial support management system, It is of great theoretical value and practical significance to improve the precision level of financial aid for poor students in colleges and universities, to promote the scientific and practical nature of the aid work, and to realize the fairness and justice of the aiding work of poor students.
