美国公立学校反校园欺凌政策分析

【摘要】：20世纪90年代以来,美国为了解决公立学校中普遍存在的校园欺凌问题,在联邦政府的财政拨款与政策指导、州政府出台反欺凌法以及法院判例的共同作用下,反校园欺凌政策得以建立和完善。学区所辖公立学校的反欺凌政策一般包括欺凌的定义、报告、调查、处罚和补救等必要组件。积极干预型的反校园欺凌政策对美国校园欺凌问题的预防与解决起到了积极作用。中国校园欺凌治理要制定相应的法规与政策,明确学校的主体责任,建立起预防欺凌的长效机制。
[Abstract]:Since the 1990s, in order to solve the widespread problem of campus bullying in public schools, the United States has been under the joint influence of the federal government's financial allocation and policy guidance, the state's anti-bullying law and the court's jurisprudence. Anti-campus bullying policy has been established and improved. Anti-bullying policies in public schools in school districts generally include the necessary components of bullying definition, reporting, investigation, punishment and redress. The active anti-campus bullying policy has played a positive role in the prevention and solution of campus bullying in the United States. The management of bullying in Chinese campus should make relevant laws and policies, clarify the main responsibility of the school, and establish a long-term mechanism to prevent bullying.
