成人高校招生全国统一考试制度应继续坚持

【摘要】：《国家中长期教育改革和发展规划纲要(2010—2020年)公开征求意见稿》(以下简称《纲要》)是指导我国今后教育发展的纲领性文件,直接关系到我国教育事业能否健康发展,关系到我国能否尽快建立人力资源强国并向人才强国转化,更关系到我国经济和社会的发展与进步。国家公开征求对《纲要》的修改意见是对人民教育事业的负责,也是国家决策民主化和人民民主办教育的集中体现,因此每一位国家公民都应积极支持并参与对《纲要》的修改和完善。文章仅就《纲要》第十二章"考试招生制度改革(三十六)"中做出的"高等职业教育入学考试由各省(自治区、直辖市)组织"、"成人高等教育招生办法由各省(自治区、直辖市)确定"的规定提出意见。认为,从我国现阶段的实际出发,几十年来所建立起来的、并日臻完善的成人高等学校招生全国统一考试制度应当继续坚持,《纲要》中提出的这一规定不符合当前中国的实际,具有超现实、理想化的色彩;由此将在实践中引发重重矛盾,不仅不利于成人高等教育事业的发展,还将给国家造成极大损失,给社会造成极大消极影响。
[Abstract]:The outline of the National Medium-and Long-Term Education Reform and Development Program (2010-2020), which is a programmatic document guiding the future development of education in China, is directly related to the healthy development of education in China. It concerns whether our country can establish a powerful country of human resources as soon as possible and transform it into a powerful country of talent, and it is also related to the development and progress of our economy and society. The public request by the State for the revision of the outline is a responsibility for the people's education and a concentrated embodiment of the democratization of the state's decision-making and the people's democratic education. Therefore, every national citizen should actively support and participate in the revision and improvement of the outline. The article only refers to the "entrance examination for higher vocational education" made in Chapter 12 of the outline, "Reform of examination admission system (36)", which is organized by the provinces (autonomous regions, municipalities directly under the Central Government), and "the admission measures for adult higher education shall be provided by the provinces (autonomous regions)," (a municipality directly under the Central Government) shall make an opinion on the provisions of the "determination". It is believed that, proceeding from the reality of the present stage of our country, the national unified examination system for the enrollment of adult colleges and universities, which has been established over the past few decades and is becoming increasingly perfect, should continue to be adhered to, and the provision put forward in the outline is not in line with the current reality in China. It is surreal and idealized, which will lead to many contradictions in practice, which will not only be unfavorable to the development of adult higher education, but also will cause great losses to the country and great negative influence to the society.
