【摘要】:教育信息化对于转变教育观念,保障教育公平,提升教育管理效率,提高教育质量,促进教育现代化,培养创新型人才具有重要意义。我国对教育信息化的投入逐年倍增,经过数十年的发展,我国教育信息化各方面的发展都卓见成效。然而,也存在不少问题,教育信息化水平评估已成为国内外专家和学者关注和研究的重点。如何科学评估教育信息化水平,如何科学配置教育信息化资源,如何优化各部门和单位的管理决策是当前要解决的首要问题。 2011年3月教育部正式同意在华中师范大学国家数字化学习工程研究中心筹建“教育信息化战略研究基地(华中)”,该基地的成立标志着我国教育信息化正步入一个更高的平台,正式进入了规范化、专业化、制度化的阶段。 本论文首先在系统总结国内外教育信息化评估相关研究的基础上,以我国教育信息化建设与创新发展的战略研究框架和我国高校教育信息化建设与应用调研指标体系和统计数据为基础,初步构建了我国高等教育信息化水平评估指标体系。然后采用传统的统计分析方法和结构方程模型建模方法,克服了因子分析、回归分析、专家意见法、层次分析法等方法的主观性缺点,从更客观、更科学、更系统的角度构建并验证了我国高等教育信息化综合水平评估模型、基础设施建设水平评估模型和教学科研应用水平评估模型。紧接着基于模型,利用标准化因子负荷计算出高等教育信息化各潜变量和观测指标的权重,得出了高等教育信息化水平综合指数。最后开展了不同省市、不同类型高校教育信息化水平评估的实证研究,对高校教育信息化水平得分进行了排名,并基于得分给出了相应的政策建议。 本论文采用多种统计方法分析数据,基于因子分析和结构方程模型构建我国高等教育信息化水平评估模型,保证了评估模型的科学性、客观性和系统性,并应用模型对我国的10个省市的337所不同类型高校进行了评估,切实可行,为我国教育信息化水平评估提供了新的思路与方法。
[Abstract]:Education information to change the concepts of education, guarantee the education fair, enhance the efficiency of education management, improve the quality of education, promote the modernization of education, plays an important role in the cultivation of innovative talents. China's investment in education informatization is doubling every year, after decades of development, the development of all aspects of the education informatization of our country have achieved fruitful results. However, there are also a lot of problems, the evaluation of education informatization level has become the focus of experts and scholars at home and abroad. How to scientifically evaluate the educational informatization level, how the scientific allocation of educational information resources, how to optimize the various departments and units of the management decision-making is the primary problem to be solved.
In March 2011 the Ministry of Education officially agreed to build "education informatization strategic research base on digital learning engineering Huazhong Normal University National Research Center (Hua Zhong)," the base marks the establishment of the education informationization in China is stepping into a higher platform, officially entered the stage of standardization, specialization, institutionalization.
Firstly, based on summarizing the related research on the evaluation of educational informatization, the strategic research framework of the development of China's education informatization and the construction and innovation of China's higher education information construction and Application Research of index system and statistical data as the foundation, constructs the higher education informatization level evaluation system in China. Then the modeling methods the method of statistical analysis and structural equation model to overcome the traditional, factor analysis, regression analysis, Delphi method, AHP method and subjective shortcomings, from a more objective, more scientific, more systematic perspective to construct and verify the evaluation model of China higher education informatization level, the level of teaching model and evaluation model the application of scientific research infrastructure construction level evaluation. Then based on the model, the use of standardized factor loadings to calculate the informationization of higher education is the latent variable The amount of weight and the observation index, the comprehensive index of higher education informatization level. Finally we carry out an empirical study on the informatization level of different provinces, different types of higher education evaluation in Colleges and universities, education informatization level scores were ranked based on the scores and gives the corresponding policy suggestions.
This paper uses a variety of statistical methods to analyze data, construction of the higher education informatization level of China's evaluation model based on factor analysis and structural equation model, to ensure the scientific evaluation model, objective and systematic, 337 different types of universities and the application model of 10 provinces in China were evaluated, feasible, provided new ideas and methods for the education informatization level evaluation in our country.
