研究型大学重点研究基地管理体制改革研究

【摘要】：重点研究基地是国家和地方科技创新体系的重要组成部分,是组织高水平基础研究、应用基础研究和科技成果转化,凝聚和培养优秀科学家,开展高层次学术交流的重要基地。重点研究基地已成为研究型大学科研实力的重要体现,拥有基地的层次和数量,也是大学间和大学内部配置资源的重要指标。研究型大学对重点研究基地的管理类型多样,管理体制选择得当,在竞争中就处于优势；管理体制选择不当,在竞争中必然处于劣势,甚至影响该基地的学术地位。本文从重点研究基地的发展历程出发,对基地各种类型管理模式、功能进行比较、分析和归纳,结合兰州大学的重点研究基地管理改革实践的第一手资料,作者提出通过“分权”,即教学权力与科研权力的分离,将科研权力划归重点研究基地,并以基地为核心组建研究型大学的独立研究机构,是基地管理模式改革的基本方向。
[Abstract]:The key research base is an important part of national and local scientific and technological innovation system. It is also an important base for organizing high-level basic research, applying basic research and transforming scientific and technological achievements, condensing and training outstanding scientists, and carrying out high-level academic exchanges.The key research base has become an important embodiment of the scientific research strength of the research universities. The level and quantity of the bases are also the important indicators of the allocation of resources between and within universities.The research universities have various types of management to the key research bases, and the proper choice of the management system will lead to the advantages in the competition, and the improper choice of the management system will inevitably be at a disadvantage in the competition, and even affect the academic status of the base.Starting from the development course of the key research base, this paper compares, analyzes and induces various types of management models and functions of the base, and combines with the first-hand data of the practice of base management reform of Lanzhou University.The author puts forward that through the separation of teaching power and scientific research power, the power of scientific research should be classified as a research base, and an independent research institution of a research university should be set up with the base as the core, which is the basic direction of the reform of the management mode of the base.
