借鉴美国国家质量奖提高我国高校质量的策略研究

【摘要】:卓越绩效准则作为教育行业通用的管理标准,描述了一个卓越学校所必备的全部素质。美国国家质量奖及其卓越绩效评奖标准以其权威、公正、自愿等特点日益受到学校的关注和欢迎。该奖项不仅是一个质量奖,更可作为一种促进学校自主发展的质量标准而被运用于学校的自我评估。其准则具有覆盖全面、理论体系完善、深入要求等特点,学校可通过参评过程中的参照指标来检查计划的执行情况、以及改进教育服务、建立质量体系,从而达到改善和提高学校绩效及管理水平之目的。 通过对美国国家质量教育标准的研究,其独特的系统框架、指标体系和评价标准,发现它是促进高校自主发展、改善学校绩效和提高管理水平的有力工具,值得我们借鉴。通过解析美国2009-2010鲍德里奇国家质量教育标准的核心价值观,对解决我国高校质量管理中的各种问题和矛盾,从而提高我国高等教育质量管理水平具有重大的理论意义和现实意义。本文首先界定了美国国家质量奖的概念和相关理论基础,,认真分析了教育类卓越绩效方面的核心价值观及主要特点,并从借鉴的角度对美国高等教育管理中的鲍德里奇国家质量教育标准进行了全面、深入和系统的研究,以第一个获得美国鲍德里奇国家质量奖的高等教育机构威斯康星大学斯托特分校为例对卓越绩效教育行业标准在美国高等教育中的应用情况进行了案例研究,最后对我国高等教育质量管理的现状和所面临的挑战进行了分析,提出了建立我国国家质量教育标准的创新构想。通过以上分析和研究得出了美国鲍德里奇国家质量教育标准对我国高等教育的启示。
