高等学校质量文化建设策略研究

【摘要】:伴随着高等教育由精英化向大众化的发展,高等学校教育质量的下滑也引起了各界普遍的重视,如何保障和提高高等教育质量也成为我国乃至全世界的高等教育领域积极探讨的问题。 长期以来,我国实施了一系列以提高高等教育质量为核心的标志性工程,如“211”、“985”、“质量工程”等,学界也积极引入新的思想和理念进行不断探索。其中,“质量文化”概念的引进更为研究保障和提高高等教育质量提供了新的切实可行的途径。但是由于迄今为止大多数关于高校教育质量保障体系的建设的研究还停留在物质建设(尤其是硬件建设)和制度建设的层面,对于教育思想观念、法律法规、文化习俗等属于文化范畴的软件建设重视不够,在这种环境下,研究高等院校的质量文化建设就显得尤为重要,因为多年的实践证实,深层的文化因素的影响可以深入人们的内心,不会受外界因素的改变的影响,具有较强的稳定性,在提高高等教育教学质量的过程中发挥主要作用。 本文主要采用了定性分析、理论研究、比较分析和文献研究的方法来研究高等学校质量文化的建设策略。在继承前人的理论及研究的成果的基础上,探索性的建立以人为本,具有较强操作性的高等学校质量文化体系。研究从质量文化的理论基础出发,通过对我国高等学校的质量文化现状的定性分析,遵循提出问题、分析问题、解决问题这一思路,详细地分析质量文化相关影响因素、相关要素及评价标准,在高等学校质量文化建设的原因、目标、意义、内容研究的基础上,借鉴国外高校质量文化建设的成功经验,针对高等学校的实际情况,提出建设高校质量文化,完善高等教育质量保障体系的切实建设策略,包括高等学校质量文化建设的目标、内容、方法等,都作了详细的研究和论述。最后,,是全文的结论和对未来的展望。 但是对高校质量文化建设策略的研究必须注意这样一个问题,尽管在中国高等教育领域,建设质量文化已经成为一个重要的议题,但是“质量文化实施”却始终不是一件简单的事情,它是一个系统的工程,涉及到多个层面,不可能一蹴而就。因此,各高等院校要开展质量文化建设,首先就必须客观而准确的评估高校当前的质量文化建设现状,包括当前质量管理理念、质量管理哲学、质量目标、质量标准、质量管理制度和质量管理方法及其优缺点等等。质量文化与高等院校日常的教育教学工作息息相关,它不是游离于学校的教育教学管理方之外,而是融于高校日常的教学和管理工作之中,并由此体现出来。同时,在高等院校质量文化的建设过程中,要秉承继承、学习和创新的原则,结合高校自身的实际情况,充分考虑到本校的历史优势、发展战略目标、社会环境、办学条件等等,循序渐进,不断完善,从而培育出独具特色、个性鲜明,具有强大生命力和竞争力的质量文化,促进学校的可持续发展。在此过程中,可以适度借鉴其他领域和其他国家高校的成功实施经验,但要认识到质量文化对高校教育教学质量的渗透和影响不是一朝一夕的事情,必须循序渐进,不可操之过急。 本文主要分四个部分:高校质量文化的理论基础,包括质量文化的概念、结构、特征、高校质量文化的功能、形成要素和影响因素;我国高校质量文化建设现状、存在的问题和成因分析;国外高校质量文化建设先进经验,包括美国、英国和日本的成功经验;我国高校质量文化建设策略,从精神层、制度层和物质层的几个方面提出了建设和完善高校质量文化建设的一些建议。
[Abstract]:With the development of higher education from the elite to the popular, the decline of the quality of education in Colleges and universities has also aroused general attention. How to guarantee and improve the quality of higher education has also been an active discussion in the field of higher education in China and in the world.
For a long time, our country has implemented a series of landmark projects to improve the quality of higher education, such as "211", "985", "quality engineering" and so on. The academic circles have also actively introduced new ideas and ideas to explore. The introduction of "quality culture" has provided a new research to guarantee and improve the quality of higher education. But because most of the research on the construction of the quality assurance system of university education has still stayed at the level of material construction (especially the construction of hardware) and system construction so far, there is not enough attention to the software construction which belongs to the literary category, such as educational ideas, laws and regulations, cultural customs and so on. In this environment, It is particularly important to study the quality and culture construction of colleges and universities, because years of practice have proved that the influence of deep cultural factors can go deep into the people's heart, and will not be influenced by the changes of external factors. It has strong stability and plays the main role in the process of improving the quality of higher education.
This article mainly uses the qualitative analysis, the theoretical research, the comparative analysis and the literature research method to study the construction strategy of the quality culture of the University. On the basis of inheriting the predecessors' theories and the achievements of the research, it explores the establishment of the quality culture system of the high school, which has a strong operational nature, and studies the quality culture. On the basis of the theoretical basis, through the qualitative analysis of the quality and culture of Chinese colleges and universities, following the idea of putting forward questions, analyzing problems and solving problems, this paper analyzes the related factors of quality and culture, related elements and evaluation standards, on the basis of the reasons, objectives, significance and content of the quality and culture construction of colleges and universities. In view of the successful experience of the construction of quality and culture in foreign universities and colleges, in view of the actual situation of colleges and universities, the practical construction strategy of building the quality culture of colleges and universities and improving the quality assurance system of higher education, including the objectives, contents and methods of the quality and culture construction of colleges and universities, are studied and discussed in detail.
