上海市高校知识服务能力评价研究

【摘要】:21世纪是知识经济时代,是“建立在知识与信息再生产、分配和使用基础上的时代”。高等学校是知识的产生与传播、高新技术的研究与开发、科技成果的产生与转化、高科技企业的孵化以及为企业提供技术服务与咨询等多功能的统一体,其在知识经济时代发挥着越来越重要的作用。同时,现代社会越来越强调大学的社会服务功能,要求大学积极参与区域经济发展,而提高高校知识服务能力是满足这一要求的关键。因此,科学地评价高校知识服务能力,对建设高校社会服务功能具有着重要的意义。 论文首先研究了国内外关于高校社会服务、评价指标体系的相关理论,明确了高校知识服务能力的概念。依据对高校知识服务能力的理解和高校知识服务能力概念的演绎,并结合人类知识活动系统理论,采用文献引用法,构建了一套评价高校知识服务能力的指标体系,包括知识服务人力资源、知识服务财力资源组成的知识服务投入指标;知识服务队伍水平、知识服务基本设施组成的环境指标和科技论文情况、科技专著情况、成果获奖、专利情况、科技成果情况以及参与开发和应用研究的研究生组成的知识服务产出指标。进而,从“规模”和“技术”因素影响的视角出发构建了基于数据包络分析方法的CCR和BCC模型确定高校知识服务投入产出效率的影响因素,并基于灰色关联度分析确定知识服务投入和产出指标因素对高校知识服务投入产出效率的贡献大小。最后,在上海市17所理工科高校2001-2009年的九年科技统计数据的基础上进行高校知识服务能力评价体系的实证分析,并对提高高校知识服务能力提出了对策建议。 通过研究后发现,2009年上海市理工科高校知识服务投入产出效率整体偏低;2001-2009年上海市理工科高校知识服务投入产出效率发展呈增长趋势;“985”高校知识服务投入产出效率呈下降趋势,而“211”和地方高校呈增长趋势;“985”和“211”高校的知识服务投入产出效率变化由“技术”因素引起,而地方高校知识服务投入产出效率变化由“规模”因素引起。知识服务投入指标因素对高校知识服务投入产出效率影响较大,尤其是知识服务人力资源。 论文的主要贡献在于:一是构建了高校知识服务能力评价指标体系,通过高校知识服务能力概念的演绎和运用文献引用法,结合人类知识活动系统理论,科学地构建了包括知识服务投入、环境、知识服务产出的高校知识服务能力评价指标体系。二是从投入产出角度评价高校知识服务能力,构建了基于数据包络分析方法的CCR和BCC模型。三是运用上海市理工科高校2001-2009年九年科技统计数据进行了实证分析。
[Abstract]:The 21st century is the era of knowledge economy, which is based on the reproduction, distribution and use of knowledge and information. Institutions of higher learning are the multi-functional unity of the generation and dissemination of knowledge, the research and development of high and new technologies, the generation and transformation of scientific and technological achievements, the incubation of high-tech enterprises and the provision of technical services and advice to enterprises. It is playing a more and more important role in the era of knowledge economy. At the same time, the modern society more and more emphasizes the social service function of the university, and requires the university to participate in the regional economic development actively, and to improve the university knowledge service ability is the key to meet this requirement. Therefore, the scientific evaluation of university knowledge service ability is of great significance to the construction of university social service function. Firstly, this paper studies the related theories of social service and evaluation index system at home and abroad, and clarifies the concept of knowledge service ability in colleges and universities. Based on the understanding of the knowledge service ability of colleges and universities and the deduction of the concept of the knowledge service ability in colleges and universities, and combining with the theory of human knowledge activity system, a set of index system for evaluating the knowledge service ability of colleges and universities is constructed by using the method of literature citation. Including knowledge service human resources, knowledge service financial resources, knowledge service input indicators, knowledge service team level, environmental indicators and scientific and technological papers on the composition of knowledge service infrastructure, scientific and technological monographs and achievements, Patents, scientific and technological achievements, and knowledge service output indicators for graduate students involved in development and applied research. Then, from the perspective of "scale" and "technology", the paper constructs the CCR and BCC models based on data Envelopment Analysis to determine the factors affecting the input-output efficiency of college knowledge services. Based on the grey correlation analysis, the paper determines the contribution of the input and output factors of knowledge service to the input-output efficiency of knowledge service in colleges and universities. Finally, on the basis of the nine-year science and technology statistics of 17 science and engineering universities in Shanghai from 2001 to 2009, this paper makes an empirical analysis on the evaluation system of the knowledge service ability of colleges and universities, and puts forward some countermeasures and suggestions for improving the knowledge service ability of colleges and universities. Through the research, it is found that the input-output efficiency of knowledge service in Shanghai science and engineering colleges is on the low side in 2009 and the input-output efficiency of knowledge service in Shanghai science and engineering colleges is on the increase from 2001 to 2009. The input-output efficiency of knowledge service in "985" colleges and universities has a downward trend, while the input-output efficiency of "211" and local universities is on the rise, and the input-output efficiency of "985" and "211" colleges and universities is caused by the "technology" factor. The change of input-output efficiency of knowledge service in local colleges and universities is caused by "scale" factor. The input-output efficiency of knowledge service is greatly influenced by the index factor of knowledge service input, especially the human resource of knowledge service. The main contributions of this paper are as follows: first, the evaluation index system of university knowledge service ability is constructed. By deducing the concept of university knowledge service ability and using the method of literature citation, the paper combines the theory of human knowledge activity system. The evaluation index system of university knowledge service capability including knowledge service input, environment and knowledge service output is constructed scientifically. Secondly, the CCR and BCC models based on data Envelopment Analysis (DEA) are constructed to evaluate the knowledge service ability of colleges and universities from the angle of input and output. Thirdly, the author makes an empirical analysis on the nine-year science and technology statistics of Shanghai science and engineering colleges and universities from 2001 to 2009.
