章程制定应反映教育的改革进程

【摘要】：正《高等学校章程制定暂行办法》(以下简称《办法》)日前以教育部令的形式发布。教育部办公厅颁发通知要求"所有高等学校在2012年内全面启动章程制定或者章程修订工作",提出教育部及各地要"尽快组建章程核准委员会"、建立"章程核准机制与程序"。可以说,这是中国高等教育发展史上具有里程碑意义的重要事件,将结束高等学校长期以来无章办学的历史。它将与1993年的《中国教育
