贫困大学生教育救助问题探析

【摘要】：贫困大学生的在校生活情况历来牵动着党和政府的心。为解贫困学生的燃眉之急,国家出台了奖学金、助学金、学生贷款、困难补助、学费减免／绿色通道等一系列资助贫困大学生的政策。时至今日,这些政策是否需要完善,以及贫困大学生资助政策的未来走向,这是党和国家及社会各界非常关心的问题。笔者带着这些疑问对贫困大学生救助问题略作探析。笔者对天津三所普通高等院校的在校本科生进行了问卷调查,从贫困大学生情况、救助政策的实施情况等方面进行问卷设计。运用调查法、文献法和比较法,分析了贫困大学生教育救助现状,在当前救助政策实施效果的反馈结果上,提出一些建议。建议国家相关部门重点加强对非重点院校的教育资助；加大经济救助力度,保障需要救助的学生都得到资助；随着时代发展,对大学生的要求也在增加,贫困大学生面临的困难也在变化,因而对贫困大学生的救助也要与时俱进,不断丰富和完善贫困大学生救助内容。本文分为五部分。第一部分,介绍贫困大学生教育救助的研究背景,阐明本文的研究目的与研究意义,对有关文献进行综述。第二部分界定贫困大学生教育救助的相关概念,阐述贫困大学生教育救助现状。第三部分着重分析贫困大学生产生的原因。自然环境、社会、经济等因素是大学生贫困的主要原因。第四部分是本文的研究重点。笔者对天津市三所高校在校本科学生进行问卷调查和访谈后,发现当前教育救助存在一些问题。存在的问题有：奖助学金存在冒领现象,助学金在个别高校存在班级扣留部分比例现象,社会资本缺乏对非重点高校的资助。第五部分主要针对现有救助体系中的不足,结合我国国情进行对策分析。建议加大对贫困学生的经济救助力度,保证救助金足额发放,教育救助的内容也要与时俱进。
[Abstract]:In order to solve the problem of poor students , these policies need to be improved , as well as the future trend of the subsidy policy of poor college students , which is a matter of great concern to the Party and the state and the society .

This paper analyzes the present situation of education and rescue of impoverished college students from the situation of poor college students and the implementation of the aid policy , and puts forward some suggestions on the feedback of the effect of the current relief policy . It is suggested that the relevant departments of the country should strengthen the education grant to non - key universities .
Increase the level of economic assistance and ensure that all students who need assistance are funded ;
With the development of the times , the demand for college students is also increasing , and the difficulties faced by poor college students are changing , so the aid to poor college students must keep pace with the times , enrich and improve the aid content of poor college students .

This paper is divided into five parts . The first part introduces the background of the study of poor college students ' education and rescue , expounds the research purpose and the research significance of this paper . The second part defines the causes of poor college students ' educational assistance . The third part focuses on the analysis of the causes of poor students ' education .
