宁夏民办高校学籍学历信息化管理存在的问题及对策研究

【摘要】:普通高等学校学籍学历管理主要是省(市、自治区)级教育行政管理部门管理、了解、掌握各高等学校学生的基本情况,并进而随时掌握学校总人数和学生变动情况的一种主要管理手段与重要方式,是一项学生学籍基本情况管理的基础性工作。研究高等学校学籍学历信息化的现状与存在问题,并进而提出解决对策,对研究促进高等教育、高等学校发展的行政决策以及改进学籍管理方式等方面都具有重要的参考价值,并为学籍管理政策制定提供直接的事实依据。 普通高等学校学籍学历管理有很强的政策性和法规性。高等学校学籍学历信息化管理制度的规范,是高等学校教学管理部门依法实施管理、保障教育教学活动顺利进行的基本依据,同时又是对学生在高等学校学习和生活具体行为的规范要求。本学位论文将对我国、宁夏现有普通高等学校学籍学历信息化管理的政策与法规规定进行必要的梳理,并试图从中总结经验、发现问题、提出对策,为教育行政决策提供服务。 对宁夏民办高校学籍学历信息化管理的研究,主要是通过全面调查研究、具体数据分析,并结合自己的学籍学历管理的实际工作经验和在研究生阶段所学习的有关管理知识,较为全面具体地分析了宁夏民办高等学校学籍学历信息化管理现状、存在问题,并在这些研究基础上具体提出了加强民办高校学籍学历信息化管理组织和队伍、制度、信息化、能力建设的政策建议,试图在实践层面上不断完善宁夏民办高校学籍信息化管理方式,促进民办高等教育健康持续发展。 在对宁夏民办高校学籍学历信息化管理具体管理政策的对策建议上,笔者较为系统地提出:第一,宁夏民办高校必须立足当前,从长远发展的角度出发,重视信息化管理理念、手段和方法的创新,制定并不断完善学籍学历信息化管理制度,维护学校正常的教育教学秩序,促进学校健康发展。第二,宁夏民办高校必须加大经费投入,提高学籍信息化管理工作人员待遇,改善学籍信息化管理工作人员的学历、专业、年龄、职称等结构与分布状况,优化工作人员配置,保障学籍管理工作正常开展。第三,宁夏民办高校要加大培训力度,提高学籍学历信息化管理工作人员的业务水平和政策理论水平;要健全管理机制,加强政策宣传,夯实院、系的基层管理基础,切实提高学籍学历信息化管理水平。 总之,本研究重在实践应用,基本目标是试图通过对宁夏民办高校学籍学历信息化管理的具体管理政策的全面具体研究,完善宁夏民办高校学籍学历信息化管理,并进而促进全区民办高等教育事业发展再上新台阶,再作新贡献。
[Abstract]:The administration of academic records in ordinary institutions of higher learning is mainly managed by the administrative departments of education at the provincial (municipal and autonomous regions) level to understand and master the basic situation of students in various institutions of higher learning, Furthermore, it is a basic work to master the total number of students and the change of students at any time, which is a main management method and an important way to manage the basic situation of students' student status. It is of great reference value to study the present situation and existing problems of the informatization of college student status, and to put forward some countermeasures, which will be of great reference value to the research of promoting higher education, the administrative decision of the development of higher education and the improvement of the management mode of student status. And provides the direct factual basis for the school status management policy formulation. There is strong policy and regulation in the management of academic records in colleges and universities. The standardization of the information management system of college student status is the basic basis for the administration of teaching administration departments in colleges and universities according to law to ensure the smooth progress of educational and teaching activities. At the same time, it is a standard requirement for students to study and live in colleges and universities. This thesis will sort out the policies and regulations of the information management of college and university education in our country and Ningxia, and try to sum up the experience, find out the problems, put forward the countermeasures, and provide the service for the educational administrative decision. The research on the information management of college status in Ningxia private universities is mainly through comprehensive investigation and research, concrete data analysis, and combining with the actual work experience of their own academic records management and the relevant management knowledge they have learned in the postgraduate stage. This paper comprehensively and concretely analyzes the present situation and existing problems of the informatization management of the academic record of the private institutions of higher learning in Ningxia, and on the basis of these studies, puts forward concretely the strengthening of the information management organization, system and information of the students' qualifications in the private colleges and universities. In order to promote the healthy and sustainable development of private higher education, the policy suggestions of capacity building try to improve the information management mode of students' status in Ningxia private colleges and universities on the practical level. On the countermeasures and suggestions of the specific management policy on the informatization management of the academic record of the private universities in Ningxia, the author systematically puts forward the following points: first, the private colleges and universities in Ningxia should base themselves on the present situation and attach importance to the concept of information management from the perspective of long-term development. With the innovation of means and methods, we should establish and improve the information management system of academic records, maintain the normal order of education and teaching in schools, and promote the healthy development of schools. Second, Ningxia private colleges and universities must increase the investment of funds, improve the treatment of students' information management staff, improve the educational background, specialty, age, professional title, and other structure and distribution of the students' information management staff, and optimize the staff allocation. To ensure the normal development of student status management. Third, Ningxia private colleges and universities should increase training efforts to improve the professional level and policy theory level of the information management staff; It is necessary to perfect the management mechanism, strengthen the policy propaganda, consolidate the basic management foundation of the college and the department, and improve the information management level of the academic record. In a word, this research focuses on the practical application, the basic goal is to try to improve the information management of the academic records of the private colleges in Ningxia through the comprehensive and concrete research on the specific management policy of the information management of the academic records of the private universities in Ningxia. And then promote the development of private higher education to a new level, and make new contributions.
