利比里亚高等教育管理研究

【摘要】：在任何国家，对于高等教育的行政管理都是其人力资源发展的关键，在政府议程中也有着重要地位。整个教育体系也是如此。利比里亚教育体系分为幼儿园、小学、中学和高等教育四个阶段。自1821年12月15日建国以来，利比里亚就一直很重视高等教育及其管理问题。利比里亚的大多数奠基者们是被释放的奴隶和土著首领，要么是文盲，或者是半文盲，几乎没有受过专门的职业教育，更不用说高等教育了。自建国到1847年7月26日获得独立，再到1862年，，高等教育的缺失使利比里亚无法有效地综合应对新国家所面临的一系列复杂挑战，尤其是面对边缘化和西方帝国主义。 不过，利比里亚于1862年在美国高等教育体系的基础上建立了它的第一所高等教育机构——利比里亚学院。尽管如此，利比里亚大学的行政管理、悠久历史、基础设施建设和贡献并没有在利比里亚过去和现在一直低下的人力资源发展过程中有所建树。自第一所高等教育机构建立以来，152年的时间里有许多其他的高等教育机构相继建立，但利比里亚依旧受制于过低的人力发展水平（联合国2012年人类发展指数）和不完善的教育体系（www.emansion.gov.lr）。在经历了数年的政治和军事不稳定之后，这严重影响了国家的重建进程。 本论文重点研究利比里亚高等教育的行政管理及其对国家发展进步的重要影响，同时强调了利比里亚教育部和高等教育机构个体的角色、责任以及利比里亚高等教育委员会具有的核心意义。本研究也将对利比里亚的教育部门进行历史性展望。
