人力资本视角下的农民工培训对策研究

【摘要】: 农民工是我国改革开放后形成的一个特殊的群体,他们的社会身份是“农民”,他们的职业是“工人”。他们的劳动力成本低廉,成为拉动国民经济发展的不可或缺的重要因素。近几年,随着国家对农村转移劳动力限制的解除,农民工开始在城市工业生产和生活上扮演越来越重要的角色。但是,综合素质不高,人力资本水平低一直限制着农民工工作层次的提高。农民工的工作多以体力型为主。要提高农民工的综合素质,必须结合人力资本经济学中关于人力资本投资定义,即1、医疗与保健;2、在职人员培训;3、正式建立起来的初、中、高等教育;4、企业组织的成人教育培训学习项目;5、个人和家庭适用变换就业机会的迁移五个方面,对农民工进行系统地培训,包括思想认识的培训、生产技能的培训、农村教育投入和在城市生活的基本常识的培训四个方面。但在培训计划实施的过程中却存在农民工参与意识不强,培训体系管理混乱等多种问题。针对这些问题,政府要始终坚持以人为本的科学发展观,正确处理政府与市场的关系,强化政府公共服务的职能,改革农民工培训模式以解决农民工培训中存在的各种困难,实现农民工基本素质的全面提高及人力资本水平的全面提升。 本文的创新点在于,从人力资本视角出发,提出了全面、系统地建立农民工培训体系,并提出了相应的对策。
[Abstract]:Migrant workers are a special group formed after China's reform and opening up. Their social status is "peasants" and their occupation is "workers". Their labor costs are low. In recent years, with the lifting of the country's restrictions on the transfer of rural labor, migrant workers have begun to play an increasingly important role in urban industrial production and daily life. The comprehensive quality is not high, the low level of human capital has been restricting the improvement of the working level of migrant workers. It must be combined with the definition of human capital investment in the economics of human capital, that is, 1, medical and health care, training of personnel on the job. Higher education No. 4, the adult education and training and learning project organized by enterprises and the transfer of employment opportunities for individuals and families, carry out systematic training for migrant workers, including training in ideological awareness and production skills. There are four aspects of rural education investment and basic knowledge training in urban life. However, in the course of the implementation of the training program, there are many problems, such as lack of participation consciousness of migrant workers, confusion in the management of the training system, and so on. The government should always adhere to the scientific concept of people-oriented development, correctly handle the relationship between the government and the market, strengthen the functions of the government's public service, and reform the training mode of migrant workers in order to solve the difficulties existing in the training of migrant workers. To achieve the overall improvement of the basic quality of migrant workers and the level of human capital. The innovation of this paper is that, from the perspective of human capital, this paper puts forward a comprehensive and systematic training system for migrant workers, and puts forward corresponding countermeasures.
