西部地区现代远程教育发展现状、问题及对策研究

【摘要】:20世纪90年代以来,计算机网络的日益普及和INTERNET的迅猛发展给教育带来了许多崭新的机遇。配合卫星、电视和计算机多媒体技术的远程教育代表着现代化教育的方向。远程教育所具备的“教育教学资源共享、网上信息交流、网上教学和远程教育”等种种功能优势,使得它正呈现出迅速发展的积极态势,但无论是在国内还是在国外发展的时间都不是很长,伴随着现代远程教育的迅猛发展,也出现了一些亟待解决的问题,例如对学生的“宽进严出”缺乏“严出”的有效措施;个别试点大学缺乏自我约束,招生失控,学生人数恶性膨胀;一些校外学习中心不够规范,网络教育质量令人担忧等。所有这些,都严重地制约了现代远程教育的发展。同时网络教育作为一种新型教育形式,无论是在理论研究和实践工作方面,,仍然存在许多不足,特别是在我国这样一个经济发展极不平衡的国家更是如此。在大力进行西部大开发的形势下,西部地区面对这些问题和网络教育发展的现状,我们该如何应对?如何通过现代远程教育推进西部地区人力资源的发展?作者在本研究中对我国现代远程教育发展过程中出现的问题进行科学、合理、系统的分析,从远程教育的各个关键环节入手,寻求解决诸多问题的对策。该研究在系统理论、传播学、学习理论、开放教育思想和理念、远程教育理论、西方管理学、信息科学、教育技术理论的指导下,以剖析现代远程教育系统和发展适合落后的、非均衡发展的西部地区的远程教育方案为主导思想,应用现代教育系统理论的思想体系分析现代远程教育系统,并在以建有现代远程教育点为代表的非均衡地区进行了广泛的问卷调查,运用教育技术系统方法和远程教育的规划设计理论为指导,以教学设计一般过程模式为基本框架,以教育需求分析、区域特征分析为出发点,系统研究了西部地区现代远程教育发展现状和问题,揭示出西部地区远程教育存在远程教育定位模糊、对远程教育办学规律和认识不清、基础设施和环境建设滞后、质量管理和监控力度薄弱、服务支持体系有待完善、资源建设和利用不足等问题,并对这些问题的成因进行调查与统计分析,在此基础上,探讨了适合西部地区的现代远程教育系统模式和框架,提出了现代远程教育在西部这一特定地区实现可持续发展必须加强对学生学习能力的培养、端正办学指导思想、构建开放式的远程教育平台、加强质量保证体系建设、健全学生学习支持服务体系、实现集约化发展和充分利用现有资源等应对措施,为西部乃至我国下一步现代远程教育试点工作的开展和提供参考和借鉴。
[Abstract]:Since 1990s, the popularization of computer network and the rapid development of INTERNET have brought many new opportunities to education. Distance education with satellite, TV and computer multimedia technology represents the direction of modern education. The advantages of distance education, such as sharing teaching resources, exchanging information on the net, teaching on the net and distance education, make it develop rapidly. With the rapid development of modern distance education, some problems need to be solved urgently, such as the lack of effective measures of "wide entry and strict output" for students; Some experimental universities lack self-restraint, the enrollment is out of control, the number of students is expanding, some off-campus learning centers are not standardized, and the quality of network education is worrying, etc. All these have seriously restricted the development of modern distance education. At the same time, as a new form of education, there are still many shortcomings in the field of theoretical research and practical work, especially in a country such as China, where the economic development is extremely unbalanced. In the situation of vigorously developing the western region, how should we deal with these problems and the current situation of the development of network education in the western region? How to promote the development of human resources in the western region through modern distance education? In this study, the author makes a scientific, reasonable and systematic analysis of the problems in the development of modern distance education in China, and starts with the key links of distance education to seek solutions to many problems. Under the guidance of system theory, communication theory, learning theory, open education thought and idea, distance education theory, western management science, information science and educational technology theory, this research aims to analyze the modern distance education system and its development suitable for backwardness. The non-balanced development of the western region of the distance education program as the leading idea, using the modern education system theory of the ideological system to analyze the modern distance education system, A questionnaire survey is conducted in an unbalanced area with modern distance education points as its representative. The general process model of teaching design is taken as the basic frame, which is guided by the educational technology system method and the planning and design theory of distance education. Based on the analysis of educational needs and regional characteristics, this paper systematically studies the present situation and problems of the development of modern distance education in the western region, and reveals that the distance education in the western region has a vague orientation of distance education. Problems such as unclear rules and understanding of distance education, lagging infrastructure and environmental construction, weak quality management and monitoring, service support system to be improved, insufficient construction and utilization of resources, etc. On the basis of the investigation and statistical analysis of the causes of these problems, the model and framework of modern distance education system suitable for the western region are discussed. It is pointed out that the sustainable development of modern distance education in this particular area of western China must strengthen the cultivation of students' learning ability, correct the guiding ideology of running a school, construct an open platform of distance education, and strengthen the construction of quality assurance system. To perfect student learning support service system, realize intensive development and make full use of existing resources, etc., and provide reference and reference for the further development of modern distance education pilot work in western China and even in our country.
