德宏傣族景颇族自治州跨境民族教育研究

【摘要】: 在经济全球化背景下,特别是自中国改革开放以来,德宏州与缅甸北部的经济交往、文化交往日趋扩大,德宏州与缅甸北部之间开始出现一个互动的“跨境民族教育”。这个特殊的“跨境民族教育”的规模呈不断扩大之势,德宏州与缅甸北部的跨境民族教育呈现双向性流动,但主要向德宏州境内流动,特别是从2005年以来,云南开始对边境民族地区实行中小学“两免一补”政策,吸引缅甸籍学生进入德宏境内求学,但各边境县市、乡镇教育主管之间对跨境民族教育各行其是,互相封闭招生规模及招生渠道,甚至教育局对招收境外学生的学校、招生人数及办学形式不了解或不清楚,使德宏州跨境民族教育处于无序状态,长期以往,德宏州的跨境民族教育必然影响到云南省对外教育发展战略的顺利开展,也影响到中国西南边疆安全环境的构建,针对这些问题,本文力图对德宏境内的跨境民族教育做系统研究。 论文共分五章。第一章主要介绍了德宏州跨境民族教育的空间范围,即德宏州和缅甸(特别是缅甸北部)的地理位置概况。第二章分别介绍了德宏州和缅甸北部的教育概况。第三章重点阐述了德宏州跨境民族教育的现状,并进行了具体的分析,从中我们可以看出德宏州跨境民族教育不断发展的趋势。第四章在前面对现状进行分析的基础上,找出了德宏州跨境民族教育的一些特点。第五章则客观分析了德宏州跨境民族教育存在的问题,这为我们今后进行跨境民族教育提供了一些工作思路。
[Abstract]:Under the background of economic globalization, especially since China's reform and opening up, the economic exchanges and cultural exchanges between Dehong state and northern Myanmar have expanded day by day, and an interactive "cross-border ethnic education" has begun to appear between Dehong state and northern Myanmar. The scale of this special "cross-border ethnic education" is constantly expanding. The cross-border ethnic education between Dehong state and northern Myanmar shows a two-way flow, but it mainly flows into the territory of Dehong state, especially since 2005. Yunnan began to implement the policy of "two exemptions and one supplement" for primary and secondary schools in border ethnic minority areas to attract Myanmar students to study in Dehong. However, in all border counties and cities, township and township education supervisors have their own views on cross-border ethnic education. The mutual closure of the enrollment scale and the enrollment channels, and even the lack of understanding or clarity of the number of students and the form of running a school for overseas students by the Bureau of Education, has left the cross-border ethnic education in Dehong in a state of disorder and has been in the past for a long time. Dehong's cross-border ethnic education will inevitably affect the smooth development of Yunnan's foreign education development strategy, and also affect the construction of the security environment in southwest China's border areas. In view of these problems, This paper tries to do a systematic study of cross-border ethnic education in Dehong. The thesis is divided into five chapters. The first chapter mainly introduces the spatial scope of cross-border ethnic education in Dehong state, that is, the geographical position of Dehong State and Myanmar (especially the northern part of Myanmar). The second chapter introduces the general situation of education in Dehong State and Northern Myanmar respectively. The third chapter focuses on the status quo of cross-border ethnic education in Dehong, and makes a specific analysis, from which we can see the trend of the continuous development of cross-border ethnic education in Dehong. Based on the analysis of the present situation, the fourth chapter finds out some characteristics of cross-border ethnic education in Dehong. The fifth chapter objectively analyzes the problems existing in the cross-border ethnic education in Dehong, which provides some working ideas for us to carry out cross-border ethnic education in the future.
