我国中心城市继续教育的对策研究

【摘要】： 当今时代,经济的竞争实际上就是人才的竞争。继续教育是人力资源开发的主要手段,它的目的是使继续教育对象获得目前或未来工作所需的能力和知识。所以,继续教育在世界各国社会经济的发展中,正发挥着极其重要的智力支持和人才贡献作用。深刻认识继续教育的科学内涵,切实把握继续教育的特征和功能,对于促进我国继续教育的发展,推动我国全面建设小康社会目标的实现,具有十分重要的意义。目前我国对继续教育的研究还不成熟,在概念界定和发展方向上不明确,需要深入研究。具有强大经济辐射能力的区域中心城市的继续教育水平在很大程度上代表着其所在地区的继续教育水平,本文旨在通过有关国内外中心城市继续教育的发展特点研究,并以哈尔滨市继续教育现状调查为实证研究,为深化我国中心城市的继续教育提出对策建议。文中首先介绍了国内外有关继续教育的概念,详细阐述了构建继续教育观念的理论基础。然后对国内外中心城市继续教育发展的特点进行了比较分析,指出国外研究对我国有何借鉴意义,以及我国目前发展中的不足。在比较研究的基础上,以哈尔滨市为案例,对哈尔滨市继续教育现状实施调查。通过对哈尔滨市近年来经济发展中产业结构与人力资本状况研究,了解哈市对人才的迫切需求,并分别从企业继续教育、高校继续教育、社区继续教育三个方面分析了哈市继续教育的现状。在实证分析的基础上,总结出我国中心城市继续教育目前存在的问题,并从企业继续教育、高校继续教育、社区继续教育三个方面提出了深化我国中心城市继续教育的对策建议。
[Abstract]:Nowadays, the competition of economy is actually the competition of talents. Continuing education is the main means of human resources development. Its purpose is to enable continuing education to acquire the abilities and knowledge required for present or future work. Therefore, continuing education is playing an extremely important role in intellectual support and talent contribution in the socio-economic development of all countries in the world. It is of great significance to deeply understand the scientific connotation of continuing education and to grasp the features and functions of continuing education in order to promote the development of continuing education in China and to promote the realization of the goal of building a well-off society in an all-round way in our country. At present, the research on continuing education in our country is not mature, and the definition and direction of development are not clear, so it needs to be studied deeply. The continuing education level of the regional central cities with strong economic radiation capacity represents to a great extent the continuing education level of the region in which they are located. The purpose of this paper is to study the development characteristics of the continuous education in the central cities at home and abroad. Taking the investigation of the current situation of the continuing education in Harbin as an empirical study, this paper puts forward some countermeasures and suggestions for deepening the continuing education in the central cities of our country. Firstly, the concept of continuing education at home and abroad is introduced, and the theoretical basis of constructing the concept of continuing education is expounded in detail. Then it compares and analyzes the characteristics of the development of continuous education in the central cities at home and abroad, and points out the significance of foreign research for our country, as well as the deficiency in the development of our country at present. On the basis of comparative research, taking Harbin as a case, this paper investigates the current situation of Harbin's continuing education. Through the research on the industrial structure and human capital in Harbin's economic development in recent years, we can understand the urgent demand for talents in Harbin, and continue education in enterprises and universities respectively. This paper analyzes the current situation of continuing education in Harbin from three aspects of community continuing education. On the basis of empirical analysis, this paper summarizes the existing problems of continuing education in the central cities of our country, and from the enterprise continuing education, continuing education in colleges and universities, Three aspects of community continuing education have put forward countermeasures and suggestions to deepen the continuous education in the central cities of our country.
