我国县级体育主管部门弱势地位分析

【摘要】：县级是我国体育工作开展的重要行政层级。近年来,我国大力提倡在县级层面开展机构改革,体育主管部门多在这一过程中与其他部门合并,自身地位因此遭遇危机,而对此问题的研究却较为少见。为深入了解相关问题,笔者运用文献资料法和田野调查法,深入长县及其所在省份,以参与观察和访谈为基本手段开展田野调查,并将结果与其他地区进行比对分析。调研发现,县级体育主管部门在与其他社会主体互动时处于弱势地位。经分析后得出结论:缺乏法律法规支持、体育工作边缘化、转型期工作机制应变滞后、交界面困境、资源不足以及不良行政现象的存在,是县级体育主管部门弱势地位的重要成因。县体育主管部门应获得更多法律法规支持,提高工作人员素质,更要在县级平台尝试打造"大群体"工作格局,加强政府主导、促进部门协同、鼓励社会力量参与,才能根本上提升自身的地位。
[Abstract]:County-level is an important administrative level of sports work in China. In recent years, our country strongly advocates institutional reform at the county level. The sports authorities have merged with other departments in this process, and their own status has been in crisis, but the research on this problem is less. The method of material and field investigation, deep in the long county and its provinces, to take part in the observation and interview as the basic means to carry out field investigation and compare the results with other areas. The marginalization of sports work, the lag of the working mechanism in the transition period, the difficulty of the interface, the shortage of resources and the existence of bad administrative phenomena are the important causes of the weak position of the county sports competent department. The county sports competent department should obtain more laws and regulations to improve the quality of the staff and try to create a "large group" at the county level platform. Working pattern, strengthening the government's leading role, promoting the coordination of departments, and encouraging the participation of social forces can fundamentally enhance their status.
