“十三五”我国基本公共体育设施建设标准研究

【摘要】：采用文献资料法等研究方法,在全面了解和宏观把握当前我国各层级基本公共体育设施的建设内容、建设标准、服务内容、服务范围及服务标准的基础上,提出了"十三五"期间我国不同层级行政区基本公共体育设施应建设的场地类型、建设标准、配建类型及其覆盖率的基本要求。研究认为:"十三五"期间我国基本公共体育设施建设应选择室内与室外两种场地类型,并采用基本配置和选择配置两种建设形式,以公共体育场、全民健身中心(综合性文体中心站)、多功能健身场地、灯光球类场地、笼式球类场地、拼装式游泳池、健身步道(或绿道)7种场地——即"两形式、两类型、七种类"的体育场地建设为主,提出70%的县拥有公共体育场和全民健身中心、80%的街道拥有多功能健身场地(或笼式球类场地)、80%的乡镇拥有灯光球类场地、100%的城市社区和100%的行政村拥有便捷体育设施的公共体育设施覆盖率基本要求,进而提出我国不同层级基本公共体育设施的建设标准和服务半径,为国家体育总局宏观指导和规划"十三五"期间我国基本公共体育设施的建设工作,为着力推进我国城乡基本公共体育场地设施的均等化提供政策决策和理论依据。
[Abstract]:On the basis of comprehensive understanding and macroscopic understanding of the construction content, construction standard, service content, service scope and service standard of basic public sports facilities at various levels in China, This paper puts forward the site types, construction standards, construction types and basic requirements for coverage of basic public sports facilities in different administrative regions of China during the 13th Five-Year Plan period. The study holds that: during the 13th Five-Year Plan period, the construction of basic public sports facilities in our country should choose two types of indoor and outdoor venues, and adopt two kinds of construction forms, namely, basic allocation and selective allocation, in order to build public stadiums, National Fitness Center (Integrated Sports Center Station, Multi-function Fitness Center, Lighting Ball ground, Cage Ball ground, assembled Swimming Pool, Fitness Walk (or Green Road) 7 kinds of venues-"two forms, two types," The construction of seven kinds of sports venues is the main one. It is suggested that 70% of counties have public stadiums and national fitness centers 80% of the streets have multi-function fitness venues (or 80% of villages and towns have lighting ball games, 100% of urban communities and 100% of administrative villages have convenient sports). Basic requirements for coverage of public sports facilities, Furthermore, it puts forward the construction standards and service radius of basic public sports facilities at different levels in China, which will guide and plan the construction of basic public sports facilities in China during the 13th Five-Year Plan period. It provides policy decision and theoretical basis for promoting the equalization of basic public sports facilities in urban and rural areas.
