农村公共体育服务扁平化治理的理论建构与路径展望

【摘要】：社会主义新农村建设是全面建成小康社会的重点和难点,农村公共体育服务体系建设是新农村建设的重要组成,农村体育需求的扩张与分野等将农村公共体育服务问题推向了前台。在现有的"科层制"管理模式下,农村体育服务供给越发显现出总量不足、供需错位、供给低效的问题,究其原因,是因为在传统的科层制供给模式下,政府在农村体育供给职能上定位不清,供给的逻辑失范,运行中决策、执行呈现单一思维等。基于此,提出了农村公共体育服务的扁平化治理框架。扁平化治理模式强调问需于民,利于农民体育需求传达;提倡开放多元,助推农村公共体育服务主体优化;倡导整体协同,引导农村体育服务部门整合;强调分权自治,缓解农村公共体育服务财政困局,并构建了"沟通扁平化-决策扁平化-执行扁平化-监管扁平化"的运行体系,在此基础上提出了优化"顶层设计",试行体育领域"省直管县,市直管乡镇"模式,完善转移支付与基层体育分权制度,强化扁平化治理的配套支持等路径。
[Abstract]:The construction of a new socialist countryside is the key and difficult point of building a well-off society in an all-round way, and the construction of a rural public sports service system is an important component of the construction of a new rural area. The expansion and differentiation of rural sports demand push the issue of rural public sports service to the foreground. Under the existing management mode of "branch layer system", the supply of rural sports service more and more shows the problems of insufficient total quantity, dislocated supply and demand, and low efficiency of supply. The reason is that under the traditional mode of hierarchy supply, The function of the government in rural sports supply is unclear, the logic of supply is out of order, the decision-making and execution are single thinking. Based on this, put forward the flat governance framework of rural public sports service. Flat governance model emphasizes the need to ask the people, which is conducive to the farmers' sports needs communication; advocate the openness and diversity, promote the optimization of rural public sports services; advocate the overall coordination, guide the integration of rural sports service departments; emphasize decentralization and autonomy, To alleviate the financial difficulties of public sports service in rural areas, and to set up a system of "communication flattening-decision-making flattening-execution flattening-supervision flattening". On this basis, the paper puts forward the ways of optimizing "top-level design", trying out the mode of "managing the county directly in the province, managing the town directly in the city", perfecting the system of transfer payment and the decentralization of sports at the grass-roots level, and strengthening the supporting and supporting of the flat management.
