大连市小学学校教育发展性评估体系研究

【摘要】:随着国家教育部印发的《关于推进中小学教育质量综合评价改革的意见》的颁布,学校教育评估日渐受到社会的广泛关注,构建符合大连市小学教育发展状况的科学合理的学校教育发展性评估体系,成为促进现代城市小学教育均衡发展的重要手段和亟待解决的重要课题。大连市目前只有各区独立制定的学校评估体系,缺乏以市级为单位的小学学校教育发展评估体系,而且现存的评估体系普遍采取直接赋分的方式,忽视指标权重的计算。面对以上问题,本文在广泛深入研究国内外教育发展评估的基础上,通过对小学生家长、教育管理者和专家学者的广泛调查,分析大连市小学学校教育发展性评估体系建设和实施的现状,对大连市小学发展评估体系做了尝试性地探索,针对当前教育评估存在的问题,提出完善教育评估主体和评估的方法。在借鉴国内外先进评估经验的基础上,结合本市实际情况,采用专家咨询法选取了相应的评估指标,构建出一个包含办学思想、制度建设、规范办学、德育与活动、课堂教学和办学成效在内的6个一级指标和22个二级指标在内的大连市小学教育发展性评估体系,并运用了层次分析法和模糊评估法确定所有指标的权重,设计出教育评估流程,从而极大地完善了大连市小学学校教育发展性评估体系。通过大连市中山区秀月小学和人民路小学学校教育发展评估的实证分析,对所构建的评估体系的实用性和合理性进行了初步验证,并对实际操作提出了具体建议。
[Abstract]:With the promulgation of "opinions on promoting the Reform of Comprehensive Evaluation of Primary and Secondary Education quality" issued by the Ministry of Education, the evaluation of school education has been paid more and more attention by the society.It has become an important means to promote the balanced development of primary school education in modern cities and an important subject to be solved urgently to establish a scientific and reasonable evaluation system of school education development in line with the development of primary education in Dalian.At present, there is only an independent school evaluation system in every district of Dalian, and there is no evaluation system of primary school education development based on city level. Moreover, the existing evaluation system generally adopts the way of directly assigning marks and neglects the calculation of index weight.In the face of the above problems, this paper, on the basis of extensive and in-depth research on the evaluation of the development of education at home and abroad, through the extensive investigation of the parents, education administrators and experts and scholars of primary school students,This paper analyzes the present situation of the construction and implementation of the developmental evaluation system of primary school education in Dalian, and makes a tentative exploration of the evaluation system of primary school development in Dalian, aiming at the problems existing in the current education evaluation.This paper puts forward the methods to perfect the subject and method of educational evaluation.On the basis of drawing lessons from the domestic and foreign advanced evaluation experience and combining the actual situation of this city, this paper selects the corresponding evaluation index by using the method of expert consultation, and constructs a school running idea, system construction, standardizing running a school, moral education and activities.The development evaluation system of primary school education in Dalian, which includes 6 primary indicators and 22 secondary indicators, including classroom teaching and school running effectiveness, and using AHP and fuzzy evaluation methods to determine the weights of all indicators,The process of educational evaluation is designed, which greatly improves the developmental evaluation system of primary schools in Dalian.Through the empirical analysis of the school development evaluation of Xiuyue Primary School and Renmin Road Primary School in Zhongshan District of Dalian City, the practicability and rationality of the evaluation system are preliminarily verified, and some concrete suggestions for practical operation are put forward.
