全科教师本土化定向培养——乡村小学教师补充的现实路径探析

【摘要】：新世纪以来,各地在不断完善统一公开招考制度基础上,结合各类专项计划,使教师队伍整体得到了较好补充。然而,乡村小学教师的补充并未得到实质性改善。对乡村小学用人需求分析的结果表明,本土化定向培养全科教师是乡村小学教师补充的最为现实的路径。近年来,一些地方开展了这方面的政策探索,为乡村小学教师补充开辟了新的渠道,已取得可喜的成效,积累了宝贵的经验。建议在充分总结地方政策经验的基础上,研究制定并实施国家层面的乡村小学全科教师本土化定向培养计划,并提供相应的组织和经费保障,构建真正符合乡村小学实际情况,并能切实解决乡村小学师资需求的教师补充机制。
[Abstract]:Since the new century, on the basis of perfecting the unified open examination system and combining all kinds of special plans, all localities have made a better supplement to the teaching staff as a whole. However, the supplement of rural primary school teachers has not been substantially improved. The results of the analysis on the demand for employment in rural primary schools show that the localization and training of general subject teachers is the most realistic way for rural primary school teachers to supplement. In recent years, some places have carried out the policy exploration in this area, which has opened up new channels for rural primary school teachers to supplement, and has achieved gratifying results and accumulated valuable experience. On the basis of summing up the experience of local policy, the author suggests that the localization training plan of rural primary school teachers should be formulated and implemented at the national level, and the corresponding organization and fund should be provided, so as to construct the rural primary school in accordance with the actual situation of rural primary school. And can effectively solve the rural primary school teachers' needs of the supplementary mechanism of teachers.
