研究生全面收费政策的限度与突破

【摘要】：研究生全面收费政策旨在完善研究生教育资源配置模式,缓解高等教育供求矛盾,并通过健全奖助学金制度来建立和完善研究生科研激励机制,全面激发研究生创新活力,但是政策作用发挥和达到预期的程度具有不确定性,表达为政策的内生性缺陷或缺失,即为政策的限度,政策限度分析的视角可能更客观合理地审视研究生全面收费政策在实施过程中出现的问题,有利于政策执行过程中的调整和修正,从突破政策限度的层面来尽可能提高研究生全面收费政策的达成度。
[Abstract]:The policy of comprehensive charge for graduate students aims to perfect the allocation mode of postgraduate education resources, alleviate the contradiction between supply and demand of higher education, and establish and perfect the incentive mechanism of postgraduate research by perfecting the system of scholarships and scholarships, so as to stimulate the vitality of graduate students' innovation in an all-round way. However, the extent to which the role of policy plays and reaches the expected level is uncertain, which is expressed as the endogenous defect or deficiency of the policy, that is, the limit of the policy. The perspective of policy limitation analysis may be more objective and reasonable to examine the problems in the implementation of the policy, which is conducive to the adjustment and revision in the process of policy implementation. From the level of breaking through the policy limit to improve the degree of achievement of the overall charge policy for graduate students as far as possible.
