余干县职业教育发展研究

【摘要】:职业教育是对受教育者施以从事某种职业所必需的知识、技能的培训,因此职业教育亦称职业技术教育或实业教育。职业教育是与基础教育、高等教育和成人教育地位平行的四大教育板块之一。职业教育是我国教育的主力军,而我国广大农村最缺乏职业教育,这已经成为我国农村经济和社会可持续发展的瓶颈。 《余干县“十二五”教育发展规划》明确指出:职业教育发展滞后,普高与职高学生比例不协调。广大群众对职业教育认识不够,职业教育投入不足,办学条件较差,“双师型”教师严重缺乏,专业设置与市场需求不协调,导致普、职教育发展不均衡,普高和职高的规模比例不协调,职业学校办学艰难。 与此同时,面对经济快速发展和产业结构调整的新形势,面对教育存在的突出问题和竞争日趋激烈的新挑战,面对人民群众对优质教育资源的强烈需求和期盼,必须清醒认识到,“十二五”期间,我县教育的改革与发展,任重而道远,上下必须进一步增强使命感、责任感和紧迫感,深入贯彻落实科学发展观,坚持以人为本,以改革创新为动力,以促进公平为重点,以提高质量为核心,全面实施素质教育,全面推进均衡教育,努力构建终身教育体系,提高国民整体素质,为实现人口大县向人力资源强县过渡,为实现全面建设小康社会奋斗目标做出新的更大贡献。 基于上述认识和形势,本研究以余干县作为研究区域,研究县域的职业教育问题,希望通过小见大的视角,剖析我国当前职业教育所存在的问题,并从理论和实践的角度提出切实可行的解决方法。 本文的结构安排如下: 第一章导论,主要是介绍了本文的选题背景,研究方法和思路,指出了本文的研究意义,最后表明了研究目标。 第二章的研究的理论基础与相关文献回顾,简要地阐述了人力资本及投资和公共产品理论,接下去对相关文献进行梳理性回顾,集中在发展职业教育的动因、职业教育与劳动力素质关系、我国职业教育的政策体系、我国职业教育存在问题及对策的相关研究的回顾。 第三章是对余干县发展职业教育的优势进行分析,表明余干县具有发展职业教育的经济、社会和基础设施的潜力。 第四章是对余干县职业教育的现状进行实证分析,本章是重点内容,主要通过问卷调查和一些深度访谈法,对学生就学意愿、对学校的评价进行分析,从学生的角度对余干县的职业教育的发展进行把握。 第五章是针对余干县的职业教育存在的四个问题提出了相应的政策建议。
[Abstract]:Vocational education is to provide the educatees with the necessary knowledge and skills to engage in a certain occupation, so vocational education is also called vocational and technical education or industrial education. Vocational education is related to basic education. Vocational education is the main force of education in our country, and vocational education is lack of vocational education in the vast rural areas of our country. This has become the bottleneck of the sustainable development of rural economy and society. The "12th Five-Year Plan" of Yugan County clearly points out that the development of vocational education lags behind, the proportion of general higher education and vocational high school students is not in harmony, and the masses do not have enough understanding of vocational education and insufficient investment in vocational education. The poor condition of running a school, the serious shortage of "double qualified" teachers, and the disharmony between specialty setting and market demand lead to the imbalance of the development of general vocational education, the disharmony of the scale of general high school and vocational high school, and the difficulty of running a vocational school. At the same time, facing the new situation of rapid economic development and industrial structure adjustment, facing the outstanding problems of education and the new challenges of increasingly fierce competition. In the face of the people's strong demand and expectation for high-quality educational resources, we must clearly realize that during the "Twelfth Five-Year Plan" period, the reform and development of education in our county has a long way to go, and the top and bottom must further enhance their sense of mission. Sense of responsibility and urgency, in-depth implementation of the scientific concept of development, adhere to people-oriented, reform and innovation as the driving force, to promote equity as the focus, to improve quality as the core, the overall implementation of quality education. We should promote balanced education in an all-round way, strive to build a lifelong education system, improve the overall quality of the people, and make the transition from a large county with a large population to a strong county with human resources. To achieve the goal of building a well-off society in an all-round way to make new and greater contributions. Based on the above understanding and situation, this study takes Yugan County as the research area, studies the vocational education problems in the county area, hoping to analyze the existing problems of vocational education in our country through the small perspective. And put forward the feasible solution from the angle of theory and practice. The structure of this paper is as follows: The first chapter introduces the background, research methods and ideas of this paper, points out the significance of the research, and finally shows the research objectives. The second chapter of the theoretical basis of the study and related literature review, a brief description of human capital and investment and public goods theory, followed by a review of the relevant literature, focusing on the development of vocational education motivation. The relationship between vocational education and labor quality, the policy system of vocational education in China, and the related research on the problems and countermeasures of vocational education in China are reviewed. The third chapter analyzes the advantages of developing vocational education in Yugan County, which shows that Yugan County has the potential of developing economy, society and infrastructure of vocational education. Chapter 4th is an empirical analysis of the status quo of vocational education in Yugan County, this chapter is the focus of the content, mainly through questionnaires and some in-depth interviews, students' willingness to go to school, the evaluation of schools are analyzed. From the point of view of students, the development of vocational education in Yugan County is grasped. Chapter 5th is aimed at the four problems of vocational education in Yugan county.
