高职院校学生管理政策执行力研究

【摘要】:随着社会的发展、科技的进步、高等教育的改革,高等教育大众化的不断推进,这既给高校的发展带来机遇,同时也带来挑战,如给高校学生的价值观念、思维方式、行为习惯产生了一定变更,给高校学生管理工作带来严峻挑战,以此同时给学生管理政策也提出了新的课题。而一项学生管理政策的出台,没有有效的政策执行力,也无法达到学生管理的执行目标。 本文从高职院校学生管理政策执行力的相关概念及其研究的理论基础出发,重点分析了我国高职院校学生管理政策执行力的现状。以武汉两所高职院校为例,辩证分析我国高职院校学生管理政策执行力的现状,其主要包括象征执行、盲目曲解执行、选择执行、条件执行,还有包括政策制定的制度安排、组织结构、执行流程、执行主体、执行对象等分析。分析了影响高职院校学生管理政策执行力问题的原因,其原因有配套制度和政策制定缺乏、执行组织体制不明晰、执行流程缺乏、政策执行主体素质不高、政策对象缺乏研究等。针对影响我国高职院校学生管理政策执行力低下的主要原因,提出了相关的对策和建议。主要包括:政策制定科学化,优化正式制度安排和非正式制度培育,构建执行力组织,提高执行主体素质,执行流程再造,培育高效执行力文化,建立完善的监督评估机制,提出建立非政府性质的高职院校教育政策评价组织,,提高政策对象的政策制定参与,加大投入,保证提升学生管理政策执行力的经费等。
[Abstract]:With the development of society, the progress of science and technology, the reform of higher education and the promotion of popularization of higher education, this brings both opportunities and challenges to the development of colleges and universities, such as the value concept and mode of thinking for college students. The behavior habit has produced certain change, brings the severe challenge to the university student management work, thus at the same time has raised the new topic to the student management policy. Nor can the executive goal of student management be achieved. Based on the related concepts and the theoretical basis of the research on the executive power of student management policy in higher vocational colleges, this paper focuses on the analysis of the present situation of the executive power of student management policy in higher vocational colleges and universities in our country, taking two higher vocational colleges in Wuhan as an example. Dialectical analysis of the current situation of the executive power of students' management policy in higher vocational colleges in China mainly includes symbolic execution, blind misinterpretation, selective execution, conditional execution, institutional arrangement, organizational structure and execution process of policy formulation. This paper analyzes the main body and object of execution, analyzes the reasons that affect the executive ability of students' management policy in higher vocational colleges, such as the lack of supporting system and policy formulation, the lack of clear executive organization system, and the lack of execution process. The quality of policy executive body is not high, the policy object is lack of research and so on. Aiming at the main reasons that affect the low executive ability of students' management policy in higher vocational colleges in our country, this paper puts forward some relevant countermeasures and suggestions. To optimize the formal institutional arrangement and informal institutional cultivation, to construct the executive power organization, to improve the quality of the executive body, to carry out the process reengineering, to foster the culture of efficient execution, and to establish a perfect supervision and evaluation mechanism. This paper puts forward the establishment of non-government educational policy evaluation organization in higher vocational colleges and universities, to increase the participation of policy makers, to increase investment and to ensure the funds for enhancing the executive power of students' management policies, and so on.
