荆州市区域职业教育科学发展研究

【摘要】:职业教育是指使受教育者获得某种职业或生产劳动所需要的职业知识、技能和职业道德的教育。与普通教育和成人教育相比较,职业教育与经济社会发展中的市场、工厂和岗位结合更为紧密,它要求受教育者掌握基本的文化知识外,侧重于实践技能和实际工作能力的培养和提高,教育形式除初等、中等、高等职业学历教育外,还有初级、中级、高级职业培训,教学方式主要采取“半工半读、顶岗实习”等工学结合的方式。区域职业教育是指以行政管理体制为依托,在一个政治、经济、文化、人口和环境相对独立的区域内所举办的各级各类职业教育培训机构的总和。区域职教有以下特点:一是区域职教是根据政治、经济区域来划分的;二是区域职教具有综合性;三是经济区域与行政区划基本吻合,且是一个相对独立的生产力系统。 纵观全球,发达国家成功的经验和大量国内外研究与实践表明,职业教育是培养“产业工人”的摇篮,发达国家除在经济总量上长期领先外,特别在人均GDP、经济结构、经济发展方式上强于我国,一言以蔽之:中国与发达国家的主要差距在“产业工人”。 文章对职业教育的发展沿革、国内外区域职业教育的发展模式和经验进行了介绍,总结了荆州市区域职业教育发展取得的成绩,一是荆州职教人坚守职教、献身职教的精神十分可贵,二是办学规模得到稳定和不断扩大,三是基础能力建设明显加强,四是办学品牌逐步形成,五是民办职业教育加快发展。并分析了存在的问题,一是“大荆州”沉淀下来的高中阶段教育资源相对过剩,造成高中阶段学校招生难,恶性竞争行为严重影响高中阶段学校健康发展;二是职业院校办学落后,社会认可度陷入低谷;三是职业院校投入不足,教育质量无法保证;四是职业教育与地方经济与产业结合不够,办学后劲十分缺乏;五是职业院校办学缺乏综合统筹,管理十分不规范。 文章提出了推动荆州市区域职业教育科学发展的总体思路和具体举措,认为区域职教是一项复杂的社会系统工程,涵盖范围广,牵涉部门多。区域职教管理必须打破传统的条块分割、各自为政、重复建设、盲目投资的管理体制,要充分利用区域自然资源和经济资源,盘活职教资源。要建立由政府牵头,经济部门以及教育、财政、组织人事、劳动、计划、科技等部门参与的委员会管理体制。由区域职教管理委员会通过全面分析预测区域经济总量的发展水平、产业结构调整幅度、劳动力总量与结构分布变化态势等进行人才需求预测,包括对人才需求的总体规模与发展速度的预测和对人才需求行业分布的预测等。然后,根据预测结果制定区域职教发展规划,从而建立与区域经济发展相适应的有利于区域职教健康、有序、稳步发展的管理体制和发展模式。 总平思路是:一是以实施3129工程为动力,加大区域职业教育政府统筹力度,大力整合职教资源,大力发展民办职教,促进职业教育均衡发展。二是以行政的力量调控普通教育与职业教育规模;三是积极应对产业转移,紧密结合区域产业特点,提高区域职校对区域经济的适应性、匹配度、贡献率,构建具有地方特色的职业教育体系,提高职业教育办学活力;四是以创建国家级示范学校、省级示范学校为契机,切实加强学校硬件改善、软件升级;五是依托荆州电视台、荆州日报等知名新闻媒体,以政府的名誉举办“职教节”,通过政府和媒体的公信力打造职业教育的公信度;六是切实加强职业学校内涵建设与特色建设,努力提高区域职业教育发展水平和教育质量。在具体举措上提出了要从整合资源、提升内涵、加强宣传、规范管理、增强活力、加强领导等多方面下手,努力探索区域职业教育科学发展路径,提升荆州区域职业教育科学发展水平和核心竞争力,推动区域职业教育事业的均衡发展、协调发展、健康发展、内涵发展、可持续发展。 通过实践探索,研究取得了明显的理论与实践成效。一是职业教育科学发展观念深入职业教育队伍人心,二是职业教育资源得到有效整合,三是职业教育内涵建设得到加强,整体育人实力明显增强,四是职业教育办学行为明显规范,五是职业教育的社会公信度明显增强,六是职业教育服务地方经济社会的职能得到越来越充分发挥,七是政府统筹发展职业教育的力度加大,职业教育投入政策得到较好落实,职业教育发展保障力增强。

Throughout the world, shows that the successful experience of developed countries and a large number of domestic and foreign research and practice, occupation education is the cradle to cultivate industrial workers. In addition, the developed countries in the total economy long-term leader, especially in GDP per capita, economic structure, economic development mode in our country, to sum up in a word: the main difference China with the developed countries in the "industrial workers".
The article on the history and development of occupation education, development model and experience of domestic and foreign regional occupation education are introduced and summarized the development of occupation education in Jingzhou region is achieved, a Jingzhou vocational education to vocational education, vocational education devotion spirit is very valuable, two is running stable and expanding the scale of three. Is the ability to significantly strengthen the construction, four is the brand gradually formed. The five is to accelerate the development of private occupation education. And analyzes the existing problems, one is the "relative surplus of Jingzhou and settling down high school education resources, resulting in senior high school enrollment difficult, vicious competition behavior has seriously affected the healthy development of the senior high schools; two is the occupation colleges backward, social acceptance into the trough; three is lack of occupation college investment, education quality cannot be guaranteed; four is the occupation education and local economy and industry combination Enough, a lack of power to run a school; five is the lack of comprehensive overall co-ordination in vocational schools, management is very irregular.
This paper puts forward the general idea and specific measures to promote the scientific development of education occupation area of Jingzhou City, regional vocational education is a complex social system engineering, covering a wide range of different departments. The regional vocational education management must break the traditional compartmentalization, lack of coordination, redundant construction, blind investment management system, to make full use of the resources of natural resources and regional economy, revitalize the vocational education resources. To establish the economic sector and led by the government, education, finance, personnel, labor, Planning Commission, management system and other departments to participate in science and technology.
