县级职教中心“校企合作”的困境与对策研究

【摘要】:“校企合作”对破解农村职业学校办学困境,推进农村职业教育教学改革起到重要作用。县级职教中心实施“校企合作”是执行教育方针、政策的重要体现;开展“校企合作”有利于加强职教中心的专业建设;有利于解决基础性教育教学资源匮乏的窘境;有利于实现学生就学与就业的零距离对接。 我国许多地区已经初步形成了有利于农村职业教育人才培养的“校企合作”模式,部分县级职教中心实施“校企合作”办学已经取得了很大成绩。突出表现在:其一,创新人才培养模式,,人才培养质量显著提高;其二,初步形成了校企双方互利共羸、共同发展的合作格局。但是“校企合作”理论研究与实践探索尚处于起步阶段,仍存在诸多问题。突出表现在:支持职教中心“校企合作”的制度环境不够理想;许多县级职教中心并未高度重视“校企合作”的战略地位;企业对职业教育缺乏吸引力,参与合作的动力不足、积极性不高。制约县级职教中心“校企合作”的原因有政府政策指导力度不够;校企合作运行机制不够健全;县级职教中心教学体系尚不完善。 “校企合作”问题解决的切入点是建立健全校企双方的合作机制。充分利用各方的管理优势、组织优势、资源优势在不同层面积极创造条件。从政府、教育行政部门、县级职教中心和企业四个层面合作对话、共同努力进行“校企合作”的机制创新。
[Abstract]:"School-enterprise cooperation" plays an important role in solving the difficulties of running rural vocational schools and promoting the reform of rural vocational education teaching. The implementation of "school-enterprise cooperation" in vocational education centers at the county level is an important embodiment of the implementation of educational policies and policies. The development of "school-enterprise cooperation" is conducive to strengthening the professional construction of vocational education centers, solving the dilemma of the scarcity of basic education and teaching resources, and realizing the zero-distance docking between students' schooling and employment. Many areas of our country have initially formed a "school-enterprise cooperation" model that is conducive to the cultivation of rural vocational education talents. Some county vocational education centers have achieved great achievements in implementing "school-enterprise cooperation" in running a school. The outstanding results are as follows: first, The innovation of talent training mode has significantly improved the quality of talent training. Secondly, the cooperative pattern of mutual benefit and common development between school and enterprise has been initially formed. However, the theoretical research and practical exploration of "school-enterprise cooperation" is still in its infancy. There are still many problems, such as: the system environment of supporting the "cooperation between school and enterprise" in vocational education center is not ideal; many county vocational education centers do not attach great importance to the strategic position of "cooperation between school and enterprise"; the enterprises are not attractive to vocational education. The reasons of restricting the cooperation between school and enterprise in county vocational education center are that the government policy guidance is not enough, the operation mechanism of cooperation between school and enterprise is not perfect enough, and the teaching system of county vocational education center is not perfect. The starting point of solving the problem of "cooperation between school and enterprise" is to establish and perfect the cooperation mechanism of both sides of the school and enterprise, to make full use of the management advantages of all parties, to organize the advantages, and to create conditions at different levels. County Vocational Education Center and enterprise four levels of cooperation and dialogue, joint efforts to "school-enterprise cooperation" mechanism innovation.
