包头轻工职业技术学院绩效考核方案

【摘要】:随着我国社会主义市场经济体制的逐步确立及完善,我国经济得到了飞速的发展。但是,现有的事业单位还走着计划经济体制下的老路,导致我国社会事业发展相对滞后,一些事业单位功能定位不清、政企不分、事企不分,机制不活;公益服务供给总量不足,供给方式单一,资源配置不合理,质量和效率不高;支持公益服务和政策措施还不够完善,监督管理薄弱,严重阻碍了我国经济的快速发展。从事业单位自身发展的特点和趋势看,随着社会的变革正面临着前所未有的机遇与挑战。该行业的绩效管理、绩效考核具有自身的特点,如何建立一套行之有效的绩效考核体系对于事业单位合理配置资源和提高工作效率进而对公益服务的支持具有重要的现实意义。 本文首先从绩效管理的基本理论入手,深入研究了绩效、绩效管理、绩效考核的内涵、特点、功能以及相互关系,为下一步着手研究提供了坚实的理论基础。其次,对我国事业单位绩效考核的发展现状、存在问题进行了深入的研究。以包头轻工职业技术学院为研究模板,对该院绩效考核的设计体系进行了细致的分析,注重研究绩效考核方案设计的合理性对激励产生的促进作用,最终推动事业单位的良性发展。希望本人的研究成果能够对包头轻工职业技术学院绩效考核方案的最终实施有一定的借鉴价值。
[Abstract]:With the gradual establishment and perfection of the socialist market economic system in China, the economy of our country has been developing rapidly. However, the existing institutions are still following the old road under the planned economic system, which leads to the relative lag in the development of social undertakings in our country. The function of some institutions is not clear, the government and enterprises are not divided, the mechanism is not active, the total amount of public service supply is insufficient, the supply mode is single, the allocation of resources is unreasonable, the quality and efficiency are not high; Support for public welfare services and policies and measures are not perfect, and supervision and management are weak, which seriously hinders the rapid economic development of our country. Judging from the characteristics and trends of the development of institutions themselves, With the change of society, it is facing unprecedented opportunities and challenges. The performance management and performance appraisal of the industry have their own characteristics. How to establish an effective performance appraisal system is of great practical significance for public institutions to allocate resources rationally and improve work efficiency and then support public welfare service. This paper begins with the basic theory of performance management, deeply studies the connotation, characteristics, functions and relationships of performance management, performance management and performance appraisal, which provides a solid theoretical basis for the next step. This paper makes a thorough study on the present situation and problems of performance appraisal of institutions in China. Taking Baotou Light Industry Vocational and Technical College as the research template, the design system of performance appraisal in Baotou Light Industry Technical College is analyzed in detail. Pay attention to the promotion effect of the rationality of the performance appraisal scheme design to the incentive, Finally promote the benign development of institutions. I hope my research results can be used for reference to the Baotou light industry vocational and technical college performance evaluation scheme.
