【摘要】:有目共睹,我国高等教育正在经历前所未有的快速发展时期,越来越多的高校通过改建老校区、建设新校区等方式来扩大学校的规模、提高学校的硬件设施,从而在生源竞争中能够占得优势。新校区的建设一方面能够提升高校的办学理念、提高学校的办学质量,但是,很多高校在新校区建设过程中由于前期规划不到位,盲目的求快和求大,致使建设成本严重超标,从而使学校背负了高额的债务,这对于学校的长远发展是极为不利的。因此,如何准确的定位未来新校区的发展,科学并合理的对新校区的建设成本进行预算,在保证建设质量的同时最大限度的控制建设成本则成为新校区建设的关键之所在。本文正是基于此背景,结合吉林交通职业学院新校区建设的实际情况,对如何更合理的制定新校区建设成本控制计划进行分析和讨论,以期为吉林交通职业学院乃至全国其他高等院校新校区建设提供参考性建议。本论文的主要研究内容分为以下几个部分。 第一,对比国外在新校区建设成本控制方面的特点对我国的新校区建设的成本控制特点进行阐述,并分析新校区建设成本控制的意义所在。 第二,着重分析施工项目成本控制的基本理论和方法,包括施工项目投资的概念、成本控制的原理和方法。 第三,从吉林交通职业学院的老校区、新校区基本情况入手进行分析,,并对新校区建设过程中成本控制存在的问题进行分析,以此来论述该学校新校区建设成本控制的必要性。 第四,着重对吉林交通职业学院新校区建设的不同阶段的成本控制计划进行分析和设定,这几个阶段主要包括决策阶段、设计阶段、招标阶段、签订工程合同和施工和验收阶段。 第五,该部分对吉林交通职业学院新校区建设成本控制计划的实施进行分析,着重对于现阶段工程的进展情况以及需要注意的问题进行讨论。 通过研究,本论文得出了以下几个结论。 第一,高校新校区的建设过程中,可行性研究阶段和设计阶段是控制其建设成本的最重要时期,在这两个阶段中,通过各方面的共同努力,科学合理的对新校区进行规划设计,可以为后期的招投标和施工阶段给予正确的指引,对于整个校区的总投资控制也有重要的意义。 第二,招投标阶段是整个新校区建设中确定合理的造价和有实力的施工队伍的关键过程。招标的最大目的就是能够从众多的投标单位中选出最为合理的设计方案,并对施工单位的资质进行相应的考核。本文通过分析吉林交通职业技术学院招标过程中的实践经验,提出了组织学院各个部门人员对投标人进行考察打分的方法,选出实力强、守信用的好施工方作为备选招标人,在新校区建设工程的招投标实践中得到了较好的效果。同时聘用专家的方法,也是在实践中总结出来的。在此基础上,也阐明了在新校区建设过程中防止串标和不平衡报价的方法,为新校区建设的招标工作提供了可操作性极强的工程招标方法。 第三,要想在合同履行过程中更好的控制工程造价,在合同签订时就应该把合同的合法性、付款条件、索赔范围及认定方法等尽量写明,这样在合同实施过程中就不会有大的错误发生。由于新校区建设对于高校来说是前所未有的大规模的投资项目,经验的缺乏是最大的弱点,所以签订一个完善的合同是新校区建设施工过程中造价控制的首要任务,也是关键所在。 第四,施工与结算阶段是前期所有准备工作的实施阶段,是新校区建设实物成果的形成过程。此阶段的造价控制主要是严格按照合同和招标文件以及各种规章制度办事就可以了。因为只要按照规则办事,乙方所有的增加造价的办法都不会实现,
[Abstract]:Obvious to people, the higher education of our country is experiencing a period of rapid development of hitherto unknown, more and more colleges and universities through the reconstruction of the old campus, the construction of new campus to expand the scale of school, improve the school hardware facilities, so as to be able to advantage in the competition for students. On the one hand, the construction of the new campus can raise the teaching idea, improve the quality of running a school, but many colleges and universities in the process of the construction of the new campus due to pre planning is not in place, blindly seeking fast and large, resulting in construction cost seriously exceed the standard, so as to make the school bear the high amount of debt, which for the long-term development of the school is extremely unfavorable. Therefore, how to accurate positioning development the future of the new campus, scientific and reasonable budget for the new campus construction cost, to ensure the construction quality at the same time to maximize the control of construction cost has become the new campus construction The key of this paper is based on this background, combined with the actual situation of Jilin traffic construction of the new campus of Career Academy, on how the new campus construction cost control plan are analyzed and discussed the development of a more reasonable, in order to provide reference for the construction of the new campus of Jilin Career Academy and all the other universities. The main research contents of this thesis is divided into the following parts.
First, compare the characteristics of cost control in the new campus construction abroad, and expound the characteristics of the cost control of the new campus construction in our country, and analyze the significance of the cost control in the new campus construction.
Second, the basic theory and method of construction project cost control are emphatically analyzed, including the concept of construction project investment, the principle and method of cost control.
Third, starting from the basic situation of the new campus in the old campus of Jilin traffic Career Academy, and analyzing the problems of cost control in the process of new campus construction, so as to discuss the necessity of cost control in the new campus construction.
Fourth, we need to analyze and set up the cost control plan at different stages of the new campus construction of Jilin traffic Career Academy, including the decision stage, the design stage, the bidding stage, the signing of the engineering contract and the construction and acceptance stage.
Fifth, this part analyzes the implementation of the construction cost control plan of the new campus of Jilin traffic Career Academy, focusing on the current progress of the project and the matters needing attention.
Through the study, this paper draws the following conclusions.
First, the construction of new campus of University in the feasibility study stage and the design stage is the most important period of controlling the cost of construction, in the two stages, through the joint efforts of all aspects of scientific and rational planning and design of the new campus, can for the bidding and construction stage to give the correct guidance also, there is important significance for the control of total investment across the entire campus.
Second, the bidding stage is the key to the whole process of determining the reasonable cost in the construction of the new campus and the strength of the construction team. The purpose is to maximum bid from many units in the tender to select the most reasonable design scheme, and the construction unit of the qualification assessment accordingly. Through the analysis of the bidding process in Jilin Communications Polytechnic practical experience, put forward the organization of the Department staff investigated scoring for bidders, choose strength, good construction with good credit as an alternative to the tenderer, get a good effect in the new campus construction project bidding practice. At the same time to employ experts method, is summed up in this practice. On the basis, to clarify and prevent colluding unbalanced bidding method in the process of the construction of the new campus, provides for the bidding work of the construction of the new campus A highly operational bidding method for engineering.
Third, to control the engineering cost in the process of implementing the contract better, at the time of signing the contract should have legitimacy, payment of the contract claim scope and identification methods such as stated in the contract, the implementation process will not have a big error occurred. Due to the construction of the new school district is a hitherto unknown large-scale investment the project for the colleges and universities, lack of experience is the biggest weakness, so the signing of a perfect contract is the primary task of cost control in the construction of the new campus construction process, but also the key.
Fourth, construction and settlement stage is the early stage of the implementation of all the preparatory work, the formation process of the construction of the new campus is a real achievement.
