分散治理到协同治理:高职教育多元主体的失位与归正

【摘要】:高职院校是一个具有公共性质的组织,具有利益主体多元化的特征。传统治理模式下,多元利益主体的协同关系尚未形成,呈现出"局部协作、分散治理"的状态,一定程度上影响了治理效率。从分散治理转向协同治理,就是要以锁定共识为前提,以理顺关系为重点,通过完善规章制度、加强协商对话、整合治理资源,推动多元主体不同程度和频次的参与行动有序衔接,从而在达成共识的基础上形成参与高职教育治理的持续效应。
[Abstract]:Higher vocational college is a public organization with the characteristics of diversification of the main body of interest. Under the traditional governance mode, the cooperative relationship of multiple stakeholders has not yet been formed, showing the state of "partial cooperation and decentralized governance", which affects the efficiency of governance to a certain extent. The shift from decentralized governance to collaborative governance is based on the premise of locking consensus, focusing on straightening out relationships, improving rules and regulations, strengthening consultation and dialogue, and integrating governance resources. To promote the participation of multiple subjects in different degrees and frequency of orderly convergence, so as to form the sustainable effect of participating in the governance of higher vocational education on the basis of reaching a consensus.
