基于地方经济视角的湖南省职业教育发展问题研究

【摘要】：职业教育的本质属性是培养一定职业知识和技能的人来为某种职业做准备,它为湖南省“中部崛起”战略提供人力资源和智力支持。发展湖南省职业教育是促进经济发展的必要条件。本文在对湖南省职业教育现状调查的基础上,通过相关性的实证研究,分析了湖南省人力资本与经济增长、人均收入与受教育程度的相关性。研究发现,湖南省的职业教育整体呈现一个上升的趋势,不管是软件设施还是硬件设施都在不断提高；湖南省职业教育存在发展不均衡、基础设施比较滞后、师资结构不合理、经费投入不足等问题；湖南省职业教育对当地的收入贡献率比较大,对经济发展有着正向的影响。本文同时借鉴了德国、英国、美国、加拿大、澳大利亚等发达国家成功的职业教育模式以及近些年来所做的改革经验,并从理论的角度证明了职业教育对一国经济发展的贡献。在此基础上,本文结合湖南省职业教育发展当前存在的问题,提出了创建和改革跨地区的校企合作、筹建职业教育集团、构建教育“立交桥”、实施终身教育制、试行创业教育等五种模式来促进湖南省职业教育长远发展的政策建议。
[Abstract]:The essential attribute of vocational education is to train people with certain professional knowledge and skills to prepare for a certain occupation. It provides human resources and intellectual support for the strategy of "the rise of the central part" of Hunan Province. The development of vocational education in Hunan Province is a necessary condition to promote economic development. Based on the investigation of the present situation of vocational education in Hunan Province, this paper analyzes the correlation between human capital and economic growth, per capita income and education level through the empirical study of the correlation between human capital and economic growth in Hunan Province. The study found that the overall vocational education in Hunan Province shows an upward trend, whether software or hardware facilities are constantly improving, Hunan vocational education development is uneven, the infrastructure is lagging behind, the structure of teachers is unreasonable. The contribution rate of vocational education to local income is relatively large, which has a positive impact on economic development. At the same time, this paper draws lessons from the successful vocational education models of Germany, Britain, the United States, Canada, Australia and other developed countries, and proves the contribution of vocational education to the economic development of a country from the theoretical point of view. On this basis, this paper combines the problems existing in the development of vocational education in Hunan Province, and puts forward the establishment and reform of the cooperation between schools and enterprises across regions, the preparation of vocational education groups, the construction of "overpass" of education, and the implementation of lifelong education system. Try out five modes of entrepreneurship education to promote the long-term development of Hunan vocational education policy recommendations.
