城镇化进程中农村职业教育发展困境及破解研究

【摘要】:城镇化的发展可以促进我国现代化的发展,是经济社会发展的必然要求。城镇化的表现形式是多种多样的,但是其最核心的表现形式是人口的城镇化。我国是一个传统的农业大国,农村人口占比很大,大力推进城镇化,发展农村职业教育是实现我国小康社会的重大战略。伴随着城镇化的发展,我国的经济结构出现了调整和改变。以前我国经济一直是以农业为主,现在已经逐步转变为以工业和服务业为主的经济结构,因此,我国急需大批高素质的技术技能型人才来支持城镇化的建设和发展。通过农村职业教育可以实现农村劳动力的有序转移,把农村沉重的人口负担转化为巨大的人力资源优势,为我国城镇化的发展提供高质量的人才支撑。本文运用了文献分析和比较分析的研究方法,以人力资本理论、福斯特的农村职业教育理论为基础,分析了从建国以来我国农村职业教育的发展情况,并以此为基础提出了目前我国农村职业教育发展的困境,分析了出现这些困境的原因。目前我国农村职业教育存在:农村职业学校数量减少、农村职业学校学生数量急剧下降、职业教育生源基础薄弱、农科专业不断萎缩、农村职业教育存在结构性矛盾、农村职业教育法制落实不到位、农村职业教育体系不能满足高层次教育需求等一系列问题。造成这些困境的原因主要有:农村职业学校没有得到广泛的认可、农村职业学校受到普通学校的冲击、农科专业设置不科学、教学过程与生产过程不对接、法律规定缺乏操作性,监管机制不完善、职业教育学历体系不健全等。根据原因分析,提出了解决的对策:要强化对农村职业教育的再认识、科学设置涉农专业、提高涉农专业水平、以产业结构推动农村职业教育结构布局合理、建立健全监督、保障机制,确保农村职业教育法律落实、构建完善的农村职业教育体系、以制度建设保障农村职业教育的发展等。
[Abstract]:The development of urbanization can promote the development of our country's modernization and the inevitable requirement of the economic and social development. The form of urbanization is varied, but its most important form of expression is the urbanization of the population. China is a traditional agricultural country, the rural population is very large, the urbanization is vigorously promoted, and the rural vocational education is developed. It is a major strategy to realize the well-off society in China. With the development of urbanization, the economic structure of our country has been adjusted and changed. The economy of our country has been mainly based on agriculture, and now it has gradually changed into the economic structure based on industry and service industry. Therefore, our country urgently needs a large number of high-quality technical and technical talents to support it. The construction and development of urbanization, through rural vocational education, can realize the orderly transfer of rural labor force, transform the heavy burden of population into a huge human resource advantage, and provide high quality personnel support for the development of urbanization in China. This paper uses the research methods of literature analysis and comparative analysis, with the theory of human capital. On the basis of Forster's theory of rural vocational education, this paper analyzes the development of rural vocational education in China since the founding of the people's Republic of China. On the basis of this, it puts forward the plight of the development of rural vocational education in our country and analyzes the reasons for the emergence of these difficulties. There is a sharp decline in the number of students in the industry, the weak foundation of the vocational education, the shrinking of the professional education, the structural contradictions in the rural vocational education, the lack of the implementation of the legal system in the rural vocational education and the rural vocational education system which can not meet the needs of the high level education. The main reasons for these difficulties are: rural vocational education. The school has not been widely recognized. The rural vocational schools are subjected to the impact of the ordinary schools, the agricultural specialty setting is unscientific, the teaching process and the production process are not docked, the legal provisions are not operable, the regulatory mechanism is imperfect, and the vocational education system is not perfect. According to the reasons, the countermeasures are put forward to strengthen the rural occupation. Further understanding of education, scientifically setting up agriculture related specialties, raising the professional level of agriculture related to agriculture, promoting the rational distribution of rural vocational education structure by industrial structure, establishing and perfecting the supervision and guarantee mechanism, ensuring the implementation of rural vocational education law, building a perfect rural vocational education system, and ensuring the development of rural vocational education by system construction.
